Overview

Housing Officer role at The Good Shepherd Centre Kilkenny.

Location: Kilkenny Voluntary Housing Association, William St, Kilkenny. Report to: Housing Service Manager.

Purpose: Housing officers help to facilitate successful tenancies by supporting tenants in the properties under their portfolio in Kilkenny, Carlow and Laois. The Housing Officer provides essential services in relation to the management of tenancies and addressing breaches of tenure with the Housing Support Team.

Responsibilities
  • To work within the overall Framework of KVHA, its Mission and policies.
  • To always work in accordance with KVHA Standards for Housing and amendments.
  • To respect diversity.
  • Manage a designated patch of housing; maintain regular contact with tenants; oversee rental income; and address repairs and neighbour nuisance issues.
  • Monitor for potential breaches of tenure and implement preventive strategies.
  • Interview prospective new tenants in accordance with the KVHA Allocations Policy.
  • Induct new tenants, ensuring they understand the landlord's role and their responsibilities as a tenant; promote KVHA Good Neighbour Policy.
  • Ensure paperwork related to housing offers/refusals, tenancy sign-up, inventories, and communication with local authorities is fulfilled in line with KVHA Policy.
  • Monitor rent collection and support tenants in paying rent; administer collections; provide management and support interventions for arrears; ensure an agreement is made to address arrears.
  • Ensure effective recording, communication, and delivery of all aspects of the maintenance service; where work is not within our remit, agree charges with the tenant and ensure payment is collected.
  • In conjunction with the line manager, implement the KVHA Tenant Engagement Strategy.
  • Void management: ensure works are conducted by internal or external contractors to relet properties at the earliest opportunity.
  • Ensure annual inspection of all properties and record/report ordinary and cyclical maintenance; prepare budgets for same.
  • Process applications for housing improvements and repairs and communicate outcomes to tenants.
  • Ensure annual services on all boilers and fire monitoring systems.
  • Ensure tenants maintain properties under covenants and responsibilities; avoid actions that negate landlords' insurance.
  • For multi-dwelling properties, ensure landlord adherence to fire monitoring systems and upkeep of communal areas to high standards.
  • Implement KVHA Anti-social Behaviour framework, including liaising with complainants and victims.
  • Manage KVHA information management requirements and produce reports in a timely and quality manner for KVHA and the sister organisation (Good Shepherd).
  • Refer tenants to KVHA Tenancy Support Services when additional support is required.
  • Meet with line manager and other staff as required.
  • Work Monday to Friday 9:00am – 5:30pm (finish 4:30pm Friday); occasional evenings and weekends as required to facilitate tenants and organisational needs.
  • Supervise junior staff as appointed in line with KVHA Policy.
  • Provide an On-call role as required by KVHA Policy.
