About the Employer:

The Marine Accident Investigation Unit (MAIU) will be an independent investigation unit to be established within the Department of Transport. It will be responsible for the investigation of all types of marine accidents to, or on board, Irish vessels worldwide and other vessels in Irish territorial waters and inland waterways. Once fully operational, the MAIU will replace the Marine Casualty Investigation Board (MCIB).

The MAIU's investigations will be carried out in accordance with the Merchant Shipping (Investigation of Marine Accidents) Act 2025, including in relation to conflicts of interest. The Act provides for the investigation of all marine accidents and includes provisions relating to those accidents that fall within the scope of the relevant EU legislation Directive 2009/18/EC (as amended) for which the MAIU will become Ireland's designated marine accident investigative body.

The purpose of an investigation by the MAIU is to improve safety of life at sea and on inland waterways by establishing, in so far as possible, the cause(s) of an accident with a view to making recommendations for the avoidance of accidents in the future. It is not the purpose of an investigation to attribute blame or fault. The MAIU will be a non-prosecutorial body which will not enforce laws or carry out prosecutions arising from the findings of its investigations.

Due to the establishment of the MAIU, the Department now require suitably qualified, committed individuals to join the Unit as Marine Accident Investigators (Seafarers).

About the Role:

The principal duties of the post may include some or all of the following:


• Carrying out marine accident investigations which will include:


• Participating in the on-call roster and responding to reported accidents;


• Identifying, and recording sources of evidence;


• Researching material relevant to accidents;


• Liaising with the various stakeholders involved in accidents;


• Managing consultants and advisers retained by the Unit.


• Providing assistance and support with the following:

o Planning of the annual work programme of the investigation unit including assisting in the drafting and monitoring of the delivery of objectives in the Unit's annual business plan;

o Establishing and, subsequently, reviewing investigation methods and procedures with a view to constant improvement;

o Keeping the major incident plan under review, if one is required to be formulated;

o The development, review and audit of the Unit's policies and procedures including robust conflict of interest policies and procedures;

o Reporting to the Minister on an annual basis on the compliance of the MAIU with the independence requirements of the relevant EU and national legislation;

o Representation of the Unit at working groups, committees, meetings and negotiations, conferences, etc. at home and abroad including attending the Permanent Co-operation Framework established under Directive 2009/18/EC (meetings usually held at the European Maritime Safety Agency (EMSA) headquarters in Lisbon);

o The preparation of the Annual Report and other reports as set out in the Merchant Shipping (Investigation of Marine Accidents) Act 2025;


• Taking part in activities arising from the MAIU's participation at various bodies/agencies, including the EMSA. This may include taking part in EMSA training and any audits or assessments required;


• Cooperating with and providing assistance to the investigative bodies of other EU Member States with respect to their safety investigations where necessary;


• Performing other appropriate tasks to assist the smooth operation of the Unit.

About You:

1. (a) (i) Hold a Certificate of Competency as Master STCW, as amended, Reg. II/2 (Unlimited) for vessels of 3000 Gross Tonnage (GT) or more, valid for service or eligible to be validated as endorsed for service on Irish flagged ships in the Irish Merchant Marine.

and have

(ii) Satisfactory watch keeping experience in a senior capacity on vessels of 3000 GT or more.

Note: Candidates are required to have experience in (ii) above.

However, recent experience (in the past 5 years) is required in either (ii) above or (iii) below

(iii) Satisfactory experience in ship operation, management and maintenance.

OR

1. (b) (i) Hold a Certificate of Competency as Chief Engineer, STCW Reg. III/2 (Motor or Steam) (Unlimited), valid for service or eligible to be validated as endorsed for service on Irish flagged ships in the Irish Merchant Marine.

and have (ii) Satisfactory experience in a senior capacity on vessels of power in excess of 3000 kW Note: Candidates are required to have experience in (ii) above. However, recent experience (in the past 5 years) is required in either (ii) above or (iii) below (iii)

Satisfactory experience in ship operation, repair, management and maintenance.

In addition, candidates must also have:

2. A high standard of technical report writing, with a proven ability to formulate and write investigation reports that convey the facts of the subject in a succinct, clear, fair and well-structured manner;

3. A good general knowledge of the marine industry;

4. Strong critical thinking skills and the ability to make sound decisions in challenging and/or difficult situations;

5. Excellent oral and written communication skills, with a high standard of proficiency and good technical working knowledge of the English language;

6. Excellent interpersonal skills with the ability to work effectively with others and to negotiate with and influence stakeholders at all levels;

7. Excellent levels of motivation and resilience with an ability to cope effectively in the traumatic environment of a marine accident;

8. The ability to achieve results both independently and as part of a team;

9. The ability to exercise impartiality, integrity and confidentiality, and make sound professional judgements when carrying out investigations;

10. The ability to demonstrate empathy and understanding when engaging with those involved in marine accidents and their relatives;

11. A high standard of IT literacy with proficiency in Microsoft Office applications;

12. A current full driving licence (Category B), valid in Ireland and have access to a car;

13. On the date of appointment hold a clean unrestricted passport.
