The CCPC is seeking to recruit a Product Safety Manager at Higher Executive Officer (HEO ) grade, for its MarketSurveillance Unit within the Product Safety Division (PSD).

Division Overview

The Product Safety Division (PSD) delivers the CCPC’s product safety and market surveillance functions. The CCPC is the Market Surveillance Authority and the Competent Authority in Ireland for the safety and enforcement of a wide range of non-food consumer products including toys, low voltage products (i.e. electrical devices in the home), personal protective equipment in the leisure and consumer sectors, gas appliances in the home, and simple consumer products coming within the remit of the EU General Product Safety Directive. PSD has 21 team members and is led by the Director of PSD, supported by two Deputy Directors. PSD has four Units each by a Head of Unit:

i) Customs Unit;

ii) Recalls Unit;

iii) Two Market Surveillance Units

The Role:

The CCPC is seeking to recruit a Product Safety Manager at Higher Executive Officer (HEO) grade, for its Market Surveillance Unit within the Product Safety Division (PSD). This is an opportunity for a high calibre individual to join a developing regulatory division supporting the goals of a dynamic and fast-paced organisation.

In addition to the immediate appointment from this campaign, an order of merit may be established. This may be used to fill any future vacancies at the same level within this or other Divisions of the CCPC where roles have similar responsibilities and/or similar skills are required.

Key Responsibilities:

  • Investigate, analyse, and manage product safety compliance cases, carry out risk assessments, follow up with economic operators, and progress to an appropriate outcome, including initiating and progressing enforcement action.
  • Plan and carry out targeted risk-based inspections of products online, in business premises, at Customs either proactively or referred to the CCPC by other market surveillance or Customs authorities.
  • Ensure prompt and effective response to product withdrawals and recalls notified to, or directed by the CCPC, including investigation, and monitoring of recalls, and taking enforcement action, where necessary.
  • Carry out the CCPC’s functions as Safety Gate National Contact Point and as a Market Surveillance Authority.
  • Support business compliance by addressing enquiries and providing information and guidance to businesses on product safety issues.
  • Lead, manage, and support and develop a small team effectively:
    • Assign and oversee cases, projects, or tasks for them to progress cases as outlined above.
    • Lead on performance management and identification learning and development needs.
  • Maintain and build technical and legislative knowledge, including by conducting and overseeing the research and assessment of product safety-related issues.
  • Build, manage and maintain productive and positive relationships with internal and external stakeholders, whilst representing CCPC at external fora, which may involve both national and international travel.
  • Contribute to the achievement of the strategic goals of the organisation by participating in cross-divisional projects, developing knowledge and familiarity with the broad remit of the CCPC’s mandate.
  • Demonstrate adaptability and flexibility and carry out any other additional tasks, responsibilities or functions that may be assigned by senior management to support the work of the Division.

Essential:

  • A Level 7 or higher on the National Framework of Qualifications or equivalent, in science, engineering, law, business, regulation or compliance

OR

comparable relevant professional experience in an area related to the role.

  • Experience applying and interpreting technical and legislative documentation.
  • Experience within a compliance or regulatory environment.
  • Proficiency in MS Office applications.
  • Experience of working in both an individual and professional team environment
  • Good interpersonal, verbal, and written communication skills, particularly in building relationships and working with others.
  • Case management and/or project management experience.
  • Evidence of analytical and problem-solving skills.
  • Experience of building constructive relationships with a variety of stakeholders.
  • A proven track record of working in an environment requiring a high degree of flexibility whilst working to set deadlines.

Desirable:

  • Knowledge and experience of product safety and market surveillance legislation.
  • Experience of some of the following in either the public or private sector.
    • Carrying out regulatory inspections or investigations.
    • Risk management principles and tools.
    • Progressing enforcement actions and/or prosecutions.
    • Interpreting legal and/or policy frameworks.
  • People management experience or team leadership experience.
  • Full Irish driving licence and access to a vehicle is also desirable.
