Job Details Role Requirements Role Requirement 1 Service Delivery Conduct an initial needs assessment of key stakeholder groups in order to inform the development of the Social Impact Fund Implementation Plan Oversee the development of an initial 12 - 18-month Social Impact Fund Implementation Plan Support and assist with the design, specification and implementation of the Social Impact Fund Provide regular progress reports and updates to GRAI, Department of Justice, and the Oversight & Advisory Committee as agreed or as needed. Engage with other organisations and stakeholder groups with experience in dealing with gambling related harm and associated issues. As may be relevant to the development of the future national strategy for addressing problematic gambling and associated psycho-social issues, contribute to position papers/ national consultation requests initiated by central government/agencies, subject to existing workload commitments to the Oversight & Advisory Committee. Liaise with media and use social media appropriately in collaboration with the GRAI to promote the Implementation Plan and work conducted through its rollout. Role Requirement 2 Supports to GRAI Support the GRAI Oversight & Advisory Committee and executive team in the implementation of the plan Recommend courses of action to the GRAI, for consideration, resulting from consultations with key stakeholders and supported evidence based best practice in other jurisdictions Prepare an Annual Programme of Work to be approved by their line manager and by the GRAI Oversight & Advisory Committee. Scheduled updates on the work will be provided to Head of Unit or their nominee for onward reporting to Pobal's senior leadership and Board of Directors. Role Requirement 3 Stakeholder Engagement Attend and report to meetings of the GRAI Oversight & Advisory Committee on a scheduled basis as per the PDA, providing timely and comprehensive information and statistics to this Committee and to the Chief Executive/Head of Unit and as required for the Board of Directors of Pobal Attend regular review meetings with the person nominated by the GRAI to be the key point of contact and the nominated Pobal Line Manager. Liaise with Pobal Management and Communications Team on all relevant actions taking place throughout this contracting period. Relay in a timely manner to their Pobal Line Manager in relation to events/developments of interest with respect to addressing problematic gambling for the wider benefit Pobal managed programmes. Ensure efficient, effective and economical use of resources Maintain clear communication lines with the line manager, GRAI point of contact and Oversight & Advisory Committee Role Requirement 4 Relationship Management Build and maintain credible relationships within and outside Pobal. Collaborate with the Head of Unit and senior Pobal staff members with respect to the work in this area, other associated areas supported by Pobal and engagement on external networks. Adhere to all internal Pobal administrative and reporting requirements Attend PMU bi-monthly management team meetings and the weekly team check in if available Attend Pobal Board and Senior Leadership Team meetings as may be required from time to time Required Experience Minimum of 3 years' experience in a similar role engaging in evidence based social /public policy or advocacy work. A proven ability to work with senior management, within a programme team, with Government departments and with project delivery agents. Strong understanding & experience of policy/strategy development in the social inclusion and equality field. Understanding & experience of addiction issues and the connection between other psycho-social issues. Knowledge of commissioning processes and approaches including procurement. Knowledge and experience of designing and implementing funding calls. Knowledge and experience working with individuals and organisations in the addiction sector. Demonstrated negotiations skills and ability to manage multiple tasks effectively. Knowledge of public and community-based programmes that support communities, social inclusion, associated arrangements and infrastructure. A well-developed knowledge of project management principles and techniques as well as demonstrating same. Evidence of the production of high-quality reports and written materials. Ability to work effectively as part of a team. Proficient in use of MS packages e.g. Word, Excel, Outlook, Project, PowerPoint; SharePoint applications and portals. Desirable Criteria Experience of service delivery within disadvantaged communities Strong project management experience including public procurement or other similar large scale commissioning project. Supporting a better understanding and uptake of supports services to address problematic gambling as a means for tackling wider issues of inequality, poverty/absence to services. Commitment to promoting social impact and effectively managing funds for the benefit of communities and society as a whole. Understanding of the Irish language Qualifications Relevant third level qualification to Level 9 (Masters) or higher on the National Framework of Qualifications, or equivalent, is desirable.
