HR Analytics and Learning Systems Specialist

Overview To drive data informed decisions making through strategic HR analytics, work force planning and learning & development system implementation. Essential Criteria Professional Qualifications, Experience, etc. Eligible applicants will be those who on the closing date for the competition: Have satisfactory experience as a clerical officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 Or Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish 1 . Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination. Or Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction. Or Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI). And Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office. Post Specific Requirements HR Function Experience: Demonstrated experience in a Human Resources role. Advanced Data Analysis Skills: Significant experience as an Analyst handling high-volume, complex data, with advanced skills in Microsoft Excel and data visualisation. Learning Management Systems (LMS): Proven experience in implementing and managing LMS platforms, including configuring modules and tracking learning outcomes. Training Needs and Impact Analysis: Ability to assess training requirements, analyse learning data, and evaluate program effectiveness to support continuous improvement. Stakeholder Engagement: Strong interpersonal and communication skills, with a track record of collaborating across diverse internal and external stakeholders. Project Management and Coordination: Experience in managing multiple concurrent projects, ensuring alignment with organisational goals and maintaining attention to detail. Process Improvement: Demonstrated ability to identify efficiencies in data management and reporting, leveraging technology to streamline HR processes.
