TheFinancial Services and Pensions Ombudsman (FSPO)currently has a number of vacancies forExecutive Officersin two of its divisions: Investigation Services Legal Services The Executive Officer role in the FSPO is a critical role delivering against our important statutory remit. Executive Officers play a vital role in supporting the organisations legal/investigation functions and contribute to the overall strategic objectives of the FSPO. Key Responsibilities: Drafting key complaint documents, including high quality summaries of complaint, determinations on jurisdiction and other key complaint related documentation, which demonstrate an ability to think critically, analyse information impartially and with an open mind, at all times adhering to fair procedures; Considering evidence and identifying further information required to assist the review and investigation of a complaint including in relation to compliance with relevant legislation and regulations; Collecting, collating and exchanging key complaint documents, submissions and evidence with the parties to a complaint; Carrying out jurisdictional assessments on complaint files; Progressing an individual workload of complaint files, ensuring that the files are progressed efficiently and effectively; Reviewing and preparing complaint files for adjudication; Interpreting and applying the provisions of the Financial Services and Pensions Ombudsman Act 2017 (as amended); Working collaboratively with management to contribute positively to the achievement of the objectives and goals of the overall division and the improvement of the customer journey; Continuously improving technical knowledge in the areas of relevance to the role; Consider issues arising on complaint files which may affect other complaint files, raising queries at division specific meetings, to ensure knowledge sharing; Sharing information, knowledge and learning, including giving training on technical topics and processes to support the development of shared understanding and expertise; Participate and work within the Performance Management and Development System (PMDS); Performing tasks where the need arises, such as being part of a project, working group or committee on a Directorate or organisation-wise initiative; Assisting in the management and updating of the FSPOs Registrar of Providers database; Managing day-to-day administrative tasks; Essential Criteria: Candidates must, on or before Friday, 17 November 2025: (i) Have obtained a minimum Level 7 qualification on the National Framework of Qualifications; OR (ii) Have obtained in the Established Leaving Certificate Examination a minimum of Grade D (or post 2017 Leaving Certificate O6 grade) at Ordinary level in Mathematics and Irish or English, having obtained a minimum of Grade C (or post 2017 Leaving Certificate H4 grade) in at least f ive subjects at Higher level; or hold a qualification, that in the opinion of the FSPO, is of a standard in terms of both level and volume of learning that is of at least an equivalent or higher standard; OR (iii) Have passed the first year examination of a course leading to a recognised degree; OR (iv) Have completed and passed all examinations in Year 1 of a three or four year programme leading to a minimum Level 7 qualification on the Quality and Qualifications Ireland (QQI) National Framework of Qualifications; OR (v) Be serving as a Civil or Public Servant with at least two years service and have obtained at least five subjects in the Established Leaving Certificate Examination (including Mathematics and Irish or English), three of which should be minimum Grade C (or post 2017 Leaving Certificate H4 grade) at Higher level, the others should be at a minimum Grade D (or post 2017 Leaving Certificate O6 grade) at Ordinary level; or have passed an examination(s) which would be acceptable to the FSPO as being of at least an equivalent standard to the Established Leaving Certificate. AND Meet one of the following two criteria in terms of experience. Candidates are required to determine which criteria they meet and outline how they meet it in their Application Form. If candidates determine that they meet both experience requirements, they can outline this on their Application Form. B1.1 Have a minimum of one years work experience in one of the following: The management of complaints relating to financial services or pensions Conducting investigations in a statutory complaints-handling body or advising parties in relation to such investigations The legal, corporate or regulatory environment as it relates to banking, insurance, investments or pensions OR B1.2 A minimum of two years work experience in one of the following: Complaints handling Providing advice as it relates to banking, insurance, investments or pensions Administration in a legal, corporate or regulatory environment AND B2. Candidates must demonstrate strong written communication skills and excellent attention to detail, as evidenced by their Application Form. Desirable Criteria: Previous experience of conducting investigations on behalf of a statutory body; An understanding of legislation and regulation with an ability to apply this understanding to their work; Knowledge or experience of consumer protection or complaints handling in consumer services, financial services and/or pensions; Knowledge or the ability to quickly develop and maintain a good knowledge of the financial service and/or pension landscape including products and the relevant legislation, regulation and codes that apply to those sectors; Knowledge or experience of the regulatory framework for financial services including pensions in Ireland and/or the EU; Knowledge and understanding of legal, judicial and fair procedures; Proficiency in the Irish language.
