Our client The Land Development Agency (LDA), established in September 2018, is a key Government land management initiative to develop public land for housing delivery.

The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and the Government has committed to providing the LDA with €1.25 billion of equity which is drawn as required.

The LDA has commenced construction on various state sourced lands and is currently working on direct delivery projects that can deliver over 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called 'Project Tosaigh', which will yield a further 5,000 homes.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role

The role offers the right candidate a fantastic opportunity to lead a wide range of transformative residential and regeneration projects across the country through the development life cycle.

The ideal candidate will have all necessary technical and commercial acumen required in delivering landmark projects, but importantly will need to be a team player with the drive, work ethic and adaptability to respond to the exciting challenges of the LDA mandate.

Role Purpose/Duties

1. You will join a growing team of development professionals, reporting to the Construction Lead and will lead on a wide variety of property related projects.
2. Lead on projects at various stages from early concept stage through procurement, design and construction to completion and handover.
3. Manage design teams from a technical, program and budgetary perspective.
4. Plan, organise, and direct activities concerned with the project.
5. Interaction with project stakeholders such as local authorities, private landowners, etc.
6. Develop project plans and schedules and execute plans to completion.
7. Be responsible for the successful delivery of projects through leadership, management, technical & engineering expertise throughout the project life-cycle.
8. Ensure contractor and consultancy contractual compliance.
9. Ensure Planning Conditions are met and in Compliance.
10. Manage large scale construction main contractor companies and design teams.
11. Knowledge of Planning Permission, Fire Cert Applications and Disability Access Certificate applications.
12. Develop a specific program for the project with planned milestones.
13. Strong commercial awareness with the ability to create savings through creative design, planning and procurement.
14. Work with the wider LDA team for effective delivery of project work streams and delivery of projects.
15. Experience and understanding of the design and tender process for large residential construction projects.
16. Develop and implement the Investment Case & Development Strategies for a variety of project types.
17. Manage project budgets, programs and regular reporting.
18. Liaise with all LDA functions to progress project through each project stage.

Person Specifications/Requirements

1. At least 15 years' experience in the various stages of the property development sector.
2. Hold a recognised degree level qualification in construction/ development sector.
3. Excellent relationship management skills (both internal and external).
4. Strong development management skills, with a proven relevant track record.
5. Strong knowledge of the Irish planning, development and construction sector.
6. Knowledge of public procurement a distinct advantage.
7. Knowledge of project viability an advantage.
