The Hospital In-Patient Enquiry Scheme (HIPE) Department is responsible for ensuring that all clinical data is accurately captured using ICD-10-AM coding, efficiently and within given National Deadlines. The purpose of this is to provide assurance that all clinical activity in the hospital is recorded within the controls and procedures operated in accordance with best practice, and within the given national guidelines for HIPE data capture and coding.
The work in this role is diverse and involves interaction with all services in the hospital setting. Close liaison with Clinicians, Management, Administrative Staff and Nursing all enhance the role and allows the post holder to ensure that the HIPE database gives an accurate reflection of the hospital inpatient and day case activity. Interaction with national bodies, i.e. Healthcare Pricing Office (HPO), Special Delivery Unit (SDU) and other external software providers, is also a large factor in the post.
The objectives of the department are to:
· Achieve the highest standard of quality data ensuring accuracy and compliance with clinical coding guidelines.
· Facilitate the function of Activity Based Funding by returning quality coded data with the appropriate deadlines.
· Encourage and support a multidisciplinary team through collaborative efforts with clinical, nursing and managerial leaders.
· Ensure high standards of governance and ensuring compliance with both ACS and ICS clinical coding guidelines.
Responsibilities
The Grade VI – Clinical Coding Team Leader will be responsible for:
· Manage and co-ordinate the HIPE department on a day-to-day basis.
· Validation of daily downloads.
· Development of Activity Based Funding (ABF), in conjunction with the Clinical Coding Manager, Finance Manager and DNE Regional Clinical Coding Manager (CCM).
· Manage, support and develop departmental staff.
· Assist and support the induction, training and support of new coders.
· Ensuring the regular departmental use of the data quality tools available, (PICQ and Checker)
· Work closely with DNE HIPE Manager and HIPE Department manager with regard to data quality, training and audit activities to optimise HIPE data for use at hospital and group level
· Generation of regular and ad hoc reports from HIPE Reporter as and when required and developing departmental SOPs where required in conjunction with the HIPE Manager.
· Liaison with the IT Department to ensure efficient operation of the HIPE software.
· Liaising with HPO, DNE Regional CCM to address any data or activity queries.
· Addressing and managing any coding queries returned to the Hospital from the Hospital Pricing Office
· Engage with clinicians, nurses and hospital management as part of a multidisciplinary team to develop the function and awareness of HIPE throughout the hospital.
· Implement any new initiatives that would enhance the HIPE Clinical Coding function to ensure accuracy and completeness of data coded in conjunction with colleagues.
· To act as team leader in reviewing and extracting demographic, clinical and administrative data and information from the medical record based on documented clinical information and translating this information into ICD-10-AM codes according to Australian Coding Standards (ACS) and Irish Coding Standards (ICS).
· Supporting the team through new changes and developments in work practices in conjunction with the department head or DNE Regional CCM.
· Keeping up to date with all circulars relating to coding practices and ensuring that any recommendations are implemented.
· When required abstracting and coding episodes of care and entering onto the HIPE Portal system.
· Identify opportunities for improvement of chart flow/ system/documentation quality and initiate steps to accomplish these.
· Attending training courses/workshops in the HPO, via WebEx or elsewhere as required ensuring awareness of any developments within HIPE.
· Ensuring that the confidentiality of patient data is maintained at all times.
· Liaising with medical records, medical secretaries and individual teams concerning any difficulties with clinical documentation relating to coding queries.
· Providing cross cover during holiday and or other leave in the Department.
· Supervise and ensure the well-being of staff within own remit
· Liaise with and lead on any employee relations issues for those employees that are directly line-managed.
· Embrace change and adapt local work practices accordingly, encouraging and supporting staff through change processes.
· Any other duties with regard to the office as may be assigned from time to time.

Qualifications
Mandatory
In exercise of the powers conferred on me by Section 22 of the Health Act 2004, I hereby approve thequalifications, as set out hereunder, for the appointment and continuing as Section Officer, Grade VIin the HSE.
1. Professional Qualifications, Experience, etc
(a) Eligible applicants will be those who on the closing date for the competition:(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, otherstatutory health agencies, or a body which provides services on behalf of the HSEunder Section 38 of the Health Act 2004.
Or
(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list ofsubjects in the Department of Education Leaving Certificate Examination, includingMathematics and English or Irish1. Candidates should have obtained at least GradeC on higher level papers in three subjects in that examination.
Or
(iii) Have completed a relevant examination at a comparable standard in any equivalentexamination in another jurisdiction.
Or
(iv) Hold a comparable and relevant third level qualification of at least level 6 on theNational Qualifications Framework maintained by Qualifications and QualityIreland, (QQI).Note1:
Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation levelpaper is not acceptable.
Candidates must have achieved these grades on the Leaving Certificate Established programmeor the Leaving Certificate Vocational programme.
The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard ofsuitability, for the proper discharge of the office.
2. Age
Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (withinthe meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). Acandidate who is not classified as a new entrant must be under 65 years of age on the first day ofthe month in which the latest date for receiving completed application forms for the office occurs.
3. Health
Candidates for and any person holding the office must be fully competent and capable ofundertaking the duties attached to the office and be in a state of health such as would indicate areasonable prospect of ability to render regular and efficient service.
4. Character
Candidates for and any person holding the office must be of good character.
Desirable
Hold the following Professional Qualifications and Essential skills and competencies:
· Certification in Clinical Coding
· A minimum of 5 years' experience of clinical coding including working in a hospital setting with practical coding experience e.g. extraction of appropriate information from charts and application of clinical codes from a recognised clinical coding scheme e.g. ICD-10-AM/ACHI/ACS.
· Demonstrate knowledge of Irish and Australian coding standards, including how these are updated and implemented.
· Expert knowledge of the HIPE portal and its functions, including HCAT, HIPE Reporter and PICQ.
· Evidence of attending on-going clinical coding training courses up to specialist level e.g. certification or confirmation of attendance at coding courses required.
· Possess sufficient administrative capacity to discharge the functions of the grade.
· Demonstrate good knowledge of Microsoft office, including Microsoft Excel.
