Role Profile Job Title: Data Protection and Privacy Senior Manager Business Unit: State Claims Agency Reports to: Executive Head of Litigation Contract: Permanent ** Closing date for applications - 24/10/25 ** Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund . The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). The SCA's principal objectives are: The SCA is obliged by statute to manage delegated claims and counterclaims in such manner as to ensure that the liabilities of the State authorities are contained at the lowest achievable level. In performing this function, the SCA seeks to act fairly and ethically in its dealings with people who have suffered injuries and who take legal actions against the State or State bodies, and the families of these people; and To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, in order to reduce the costs of future litigation against the State. The SCA is obliged by statute to manage claims for legal costs, and recovery of legal costs however such costs are incurred. The SCA's remit covers personal injury and third-party property damage risks and claims relating to certain State authorities including the State itself, Government ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, An Garda Sochna, the Irish Prison Service, the Defence Forces and community and comprehensive schools. It also manages third-party costs arising from certain Tribunals of Inquiry. Role Summary The SCA requires a senior privacy advisor, with experience and knowledge of privacy and data protection law. This role is responsible for leading a team tasked with ensuring and supporting the ongoing management of best practice in privacy and data protection within the SCA. Principal Accountabilities The principal accountabilities associated with the role will include: Lead the privacy team in the delivery of the agreed SCA privacy work programme Provide legal support on privacy matters as they arise in the SCA in consultation with the relevant Deputy Director/Director Lead and conduct SCA Data Protection Impact Assessments (DPIA's) to identify, assess and mitigate privacy risks and conduct regular scheduled reviews of existing DPIA's. Manage SCA processes for handling data subject access requests and requests pursuant to section 41 of the Data Protection Act 2018, including drafting responses, access rectification and erasure, where required. Manage SCA processes for maintaining and reporting on SCA Records of Processing Activity Undertake periodic review of SCA Privacy Notices and Data Protection Statements Provide advice and formulate the relevant Data Processing Agreements for issuance by the SCA Deliver training programmes, in conjunction with SCA Training Manager to foster a strong culture of Data protection and accountability across the SCA. Monitor emerging Data protection regulations and developments and provide same to SCA Corporate Affairs. Embed a Data Protection Culture through cross functional collaboration with NTMA Compliance, NTMA Legal and wider SCA Contribute to privacy related reviews and audits as necessary and implement agreed recommendations Such other privacy duties as may be reasonably be requested Skills Experience in privacy and data protection advisory work Strong interpersonal relationship and communication skills Ability to prioritise and complete tasks and meet deadlines Ability to lead and motivate others to meet objectives Experience of successfully managing projects to completion within deadlines Strong understanding of the organisation business sector and operations Knowledge 10 years' experience in a Data Protection Office or role, having firsthand experience of DSARs and DPIAs is required Third level qualification and a further privacy and data protection qualification is required A knowledge and understanding of the public sectorare desirable Experience having managed a team is required Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
