The Irish Aviation Authority is seeking a high‑achieving individual to join the organisation and work in our Accessibility team in Consumer Affairs. Reporting to the Accessibility Manager, the successful candidate will be involved in a varied role working to tight deadlines in a dynamic environment.
The following responsibilities describe the role:
Responsibilities Case Investigation and Compliance
Primary point of contact for case investigations, drafting written responses and liaising with aviation stakeholders both in Ireland and internationally with a focus on the European Accessibility Act and EU Regulation (EC) No 1107/2006 on the rights of disabled persons and persons with reduced mobility.
Data analysis of passenger complaint databases and identification of key compliance risks, adverse trends and areas of concern.
Proactively engage with relevant stakeholders in relation to compliance issues identified.
Prepare detailed reports and presentations for internal and external stakeholders, based on extraction of compliance intelligence from complaint databases.
Immediately report significant issues emerging from derived compliance intelligence to the manager.
Prepare case summaries and recommendations to the APR Manager as required.
Inspections
Planning, leading and delivering on completion of all active commercial airports and airlines to monitor compliance with EAA, ECAC and EU Regulations on Passengers with Reduced Mobility, gathering information to assess compliance with briefing / presentation to senior managers.
Developing an inspection framework for planned visits to airports / airlines.
Communications
Assisting with the deployment and delivery of the communication strategy for consumer affairs, including on social media and digital platforms.
Provide compliance intelligence to support IAA Air Passenger Rights Promotion activities.
Engage both internally and externally with stakeholders to manage and further the policy objectives of the IAA.
Support workshops, training, and awareness sessions to promote effective customer service practices in IAA and external organisations.
Assisting with public and media queries, and other stakeholder engagement.
Policy
Researching accessibility issues in the aviation industry within the EU and international framework, identification of consumer / passenger market data/trends, using this to suggest accessibility.
Writing responses to studies, preparing policy briefing documents and presentations internally and externally for the European Commission, ECAC, ICAO and other stakeholders.
Acting as a key first point of contact for external stakeholders, such as the CPC Network, ECAC, Department of Transport, European Commission’s Directorate-General for Mobility and Transport and Directorate-General for Justice.
Maintaining an awareness of policy developments and best practice within air passenger rights and package travel frameworks.
Liaison with National Enforcement Bodies (NEBs) in other European member states and other contacts.
Assisting with public and media queries, and other stakeholder engagement.
Other duties which may be specified from time to time.
Team Work
Collaborate within the division and with IAA Consumer Protection and Licensing Teams and contribute insights to support the activities of the IAA Consumer Protection activities.
Lead and deliver on consumer protection projects within the IAA in cross‑functional teams as delegated by the manager.
Assist with the preparation of our Annual Report and contribute to delivering our Strategic Goals as set out in the Strategic Plan.
Keep query and case records up to date in line with processes and procedures.
Proactively manage own workload and monitor that response times are within regulatory timeframe.
Other duties which may be specified from time to time.
Other
Excellent IT skills, including the full range of O365; familiarity with specialist software as required.
Skills and Qualifications The successful candidate will work as part of a team but should have the ability to work autonomously, setting their own day‑to‑day priorities and, at times, working to tight deadlines. They should have the following qualifications and skills.
Required:
Strong analytical and decision‑making skills with high attention to detail and discretion in case investigations.
Ability to maintain accurate case records and manage caseload efficiently.
Capability to produce clear, accessible documents to identify and define public policy issues.
Significant experience of working on regulatory policy issues.
Proficient data analysis and policy analysis to a professional standard.
Ability to design and evaluate policy options from an independent and objective viewpoint.
Ability to synthesise complex technical, regulatory, and commercial issues into a form suitable for presentation to management.
Resourceful and creative, generating original approaches when solving problems and making decisions/recommendations.
Ability to build strong professional relationships with external stakeholders, including industry, government and consumer bodies.
Understanding of consumer issues and market dynamics.
Excellent verbal, written and interpersonal communication skills, with ability to:
Present policy analysis and advice to management.
Draft and issue formal complaint outcomes.
Prepare comprehensive, well‑structured, accessible and detailed policy documents with coherent narrative flows.
Build and maintain effective relationships with key stakeholders and be an effective influencer.
Self‑management and motivation to:
Efficiently plan and organise own work time.
Manage a high‑volume workload.
Assess priorities within own area of work.
Handle routine work with limited supervision.
Take responsibility and be accountable for delivery of agreed objectives/projects.

Minimum of 2 years’ experience in a relevant field.
A third level qualification in a relevant discipline.
Experience in a compliance or regulatory environment with knowledge of national/EU legislation.
Data management and report building experience.
Knowledge and experience of information analysis including processing of complex information for legal case work.
Project management experience, including setting objectives, planning, tracking progress, and managing risks.
