Position Summary:
The post holder should be competent in both ward based respiratory management and High Dependency Unit/Critical Care management. The post holder will work with the Respiratory Clinical Lead and Physiotherapy Management regarding operational aspects of the role. Management of acute wards, attendance at Respiratory OPD clinics and clinical supervision of staff grades will be the core components of this role. Cross cover may be required across the wider Respiratory service based on service needs.
Responsibilities
Clinical
The Senior Physiotherapist will:
1. Be a lead clinician in the Physiotherapy Profession and carry a clinical caseload appropriate to the post.
2. Be responsible for client assessment, development and implementation of individualised treatment plans that are client centred and in line with best practice.
3. Be responsible for goal setting in partnership with client, family and other team members as appropriate.
4. Be responsible for standards of practice of self and staff appointed to clinical/designated area(s).
5. Be a clinical resource for other Physiotherapists.
6. Demonstrate evidence based practice through the process of clinical reasoning and decision making, allowing knowledge to be applied to complex/different situations.
7. Communicate and work in co-operation with the Physiotherapy Manager and other team members in providing an integrated quality service, taking the lead role as required.
8. Communicate effectively with and provide instruction, guidance and support to staff clients, family, carers etc.
9. Ensure that all requests for physiotherapy treatment within his/her speciality are allocated to appropriate staff, and liaise with relevant medical staff for maximum effectiveness of treatment, discharge and follow up.
10. Document client records in accordance with professional standards and departmental policies.
11. Provide a service in varied locations in line with local policy/guidelines and within appropriate time allocation (e.g. clinic, home visits). The Senior Physiotherapist may be expected to rotate between St. Joseph’s Hospital, Raheny, and Beaumont Hospital.
12. Participate and be a lead clinician as appropriate in review meetings, case conferences etc.
13. Develop and promote professional standards of practice.
14. Work within own scope of professional competence in line with principles of best practice, professional conduct and clinical governance.
15. Seek advice of relevant personnel when appropriate/as required.
16. Operate within the scope of practice of the Irish Society of Chartered Physiotherapists.
17. Be available to work on call rota for respiratory and orthopaedic services as required by physiotherapy management and have the necessary training at undergraduate level.
Communication
1. To provide specialist respiratory physiotherapy advice and support to multidisciplinary colleagues.
2. Develop strong links with the respiratory multidisciplinary team in both the hospital and community setting.
3. Effective communication with patients, their carers and relevant stakeholders to promote patient self-management in the community.
4. The post holder will attend relevant departmental and multidisciplinary meetings and will be involved in strategic planning for patients referred to the Physiotherapy Department.
5. Ensure that the Physiotherapy Manager is informed on an ongoing basis about matters, clinical and otherwise, affecting the running of the specialist area.
Education & Training
1. Participate in mandatory training programmes.
2. Take responsibility for, and keep up to date with Physiotherapy practice by participating in continuing professional development such as reflective practice, in service, self-directed learning, research, clinical audit etc.
3. Be responsible for the induction and clinical supervision of staff in the designated area(s).
4. Co-ordinate and deliver clinical placements in partnership with universities and clinical educators.
5. Manage, participate and play a key role in the practice education of student therapists. Take part in teaching/training/supervision/evaluation of staff/students and attend practice educator courses as relevant to role and needs.
6. Provide supervision and education for staff grade physiotherapists and physiotherapy assistants as required.
7. Engage in personal development planning and performance review for self and others as required.
8. Lead, promote and ensure clinical effectiveness of the physiotherapy service through performance management, education, audit and research.
Quality, Safety & Risk
1. Be responsible for the ongoing co-ordination, delivery and development of a quality service in line with best practice.
2. Develop and monitor implementation of agreed policies, procedures and safe professional practice by adhering to relevant legislation, regulations and standards.
3. Ensure the safety of self and others, and the maintenance of safe environments and equipment used in Physiotherapy in accordance with legislation.
4. Assess and manage risk in their assigned area(s) of responsibility.
5. Take the appropriate timely action to manage any incidents or near misses within their assigned area(s).
6. Report any deficiency/danger in any aspect of the service to the team or Physiotherapy Manager as appropriate.
7. Be responsible for the safe and competent use of all equipment, aids and appliances both by clients and staff under their supervision.
8. Develop and promote quality standards of work and cooperate with quality assurance programmes.
9. Oversee and monitor the standards of best practice within their Physiotherapy team.
10. Have a working knowledge of HIQA Standards as they apply to the role, for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards.
Administrative
1. In collaboration with the physiotherapy team, be responsible for developing, organising, implementing and evaluating the physiotherapy service in the Beaumont Hospital.
2. Assist the Physiotherapy Manager and relevant others in service development encompassing policy development and implementation.
3. Review and evaluate the Physiotherapy service regularly, identifying changing needs and opportunities to improve services.
4. Collect and evaluate data about the service area as identified in service plans and demonstrate the achievement of the objectives of the service.
5. Oversee the upkeep of accurate records in line with best practice.
6. Collate and maintain accurate statistics and render reports as required.
7. Represent the department/team at meetings and conferences as appropriate.
8. Inform the Physiotherapy Manager of staff issues (needs, interests, views) as appropriate.
9. Promote a culture that values diversity and respect in the workplace.
10. Participate in the control and ordering of Physiotherapy stock and equipment in conjunction with the Physiotherapy Manager.
11. Be accountable for the budget, where relevant.
12. Keep up to date with organisational developments within the Irish Health Service.
13. Engage in IT developments as they apply to clients and service administration.
14. Perform such other duties appropriate to the role as may be assigned by the Physiotherapy Manager.
Key Working Relationships:
1. Work collaboratively with other physiotherapists, medical, nursing and other health and social care professionals across the acute and community services in providing optimal clinical care and in further developing the service.
2. Establish links with other organisations, both national and international where appropriate, providing support and information regarding this clinical area, and utilising these additional resources where necessary, to benefit patient care.
3. Work with the Physiotherapy Manager in ensuring co-ordination, development and delivery of high quality, client centred physiotherapy service.
Accountability:
Senior Physiotherapist will report to Physiotherapy Manager in Charge III for physiotherapy clinical governance, attendance and service performance management.
Qualifications
Selection Criteria:
Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on the basis of how well candidates satisfy these criteria.
Mandatory:
1. Statutory Registration, Professional Qualifications, Experience, etc (a) Candidates for appointment must:
1. Hold a Physiotherapy qualification recognised by the Physiotherapists Registration Board at CORU.
2. Be registered on the Physiotherapists Register maintained by the Physiotherapists Registration Board at CORU.
3. Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care Professionals Act 2005, must submit proof of application for registration with the Physiotherapists Registration Board at CORU. The acceptable proof is correspondence from the Physiotherapists Registration Board at CORU confirming their application for registration as a Section 91 applicant.
3. Candidates must have three years full time (or an aggregate of three years full time) post qualification clinical experience.
4. Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.
Annual registration:
1. On appointment, practitioners must maintain annual registration on Physiotherapists Register maintained by the Physiotherapists Registration Board at CORU.
2. Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
Health: Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character: Candidates for and any person holding the office must be of good character.
Role Suitability: Demonstrate a proven record of clinical/academic achievement including continuing development in this specialist field.
- Additional Skills: Be available to work on call rota for respiratory and orthopaedic services as required by physiotherapy management and have the necessary training at undergraduate level.
Desirable:
- 6 months experience in relevant area.
- Further training (e.g. M.Sc.) in relevant clinical area.
- Previous acute hospital senior experience.
