Title of Position: MetroLink Archaeologist No. of positions: 2 Salary: €73,961 €90,198 Tenure: Fixed Purpose Contract, Fulltime MetroLink Programme MetroLink is a transformative piece of public transport infrastructure and will be Dublins first metro railway. The system will offer a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. It will interlink with multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area. The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with expected annual ridership of 53 million passengers, providing unprecedented convenience of travel to passengers. Principal Accountabilities The key areas of responsibility for this role are: Advising from the earliest stages of planning/design on the archaeological implications and associated risks of the proposed scheme at all stages Preparing estimates and archaeological costs for the Design Team throughout the project for the preparation and on-going revision of the Total Scheme Budget Liaising through all stages with Consultant Archaeologist(s) to ensure the assessment is being conducted to the required standard and advising on costs having regard to mitigation measures Drawing up the specification for the archaeological assessment element of the scheme and ensuring that TII and other appropriate guidelines are adhered to Managing archaeological procurement and contracts in accordance with TII and national procurement guidelines and standards Developing a proposed programme for Stage (i) to Stage (iv) advance archaeological services in consultation with the design team - including deciding level of archaeological investigations, timing of same, and preparation of tender documents in partnership with design team/client partner/engineering consultants Assessing tenders for any archaeological works Preparing applications for Ministerial Consents on behalf of TII Review and approve method statements for archaeological licences as prepared by archaeological consultants in accordance with the contract specification Oversee and ensure compliance with Ministerial Consents and archaeological licenses. Arranging for archaeological services to commence as early as possible, ensuring that services delivered by the Archaeological Contractor(s) complies with the contract(s) and is completed on programme and within cost Managing all aspects of the archaeological site works, including the work of the archaeological consultant, overseeing conduct and cost of excavations including contractor performance assessment. Working to minimise delays or other risks to the construction programme in partnership with the design team Managing archaeological services in accordance with agreed quality standards Advising the MetroLink team of areas where it is appropriate or necessary to transfer residual risk to the main works contractor and preparation of required documentation. Liaison with the appointed main works contractor and the archaeological consultant(s) Act as Authorities representative for archaeology and heritage Ensuring that all significant archaeology is brought to publication and all information is widely disseminated to the public and other stakeholders throughout the project Participating as required in mediation, conciliation and arbitration hearings where archaeology is concerned Providing archaeological advice into legal processes conciliations, arbitrations, judicial reviews etc Providing bi-monthly progress reports to TII Head of Archaeology and Heritage, engaging with the TIIs Archaeology and Heritage Section, contribute to the on-going review and development of policy, guidelines and standards Participate on TII Archaeology and heritage sectional working groups such as the publication committee Create, maintain and update digital data relevant to projects being managed in accordance with best practice and the requirements of TII, its partners and stakeholders Promoting the archaeological work of TII at relevant fora, locally, nationally and internationally Liaising with TIIs public affairs section to respond to media queries and/or stories Undertaking such tasks, activities or other duties as may be required or assigned as appropriate to the grade All the divisions within TII have inter-dependent responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation to meet tight deadlines. Experience, Skills and Qualifications Experience 5 years minimum relevant postgraduate experience in archaeology Considerable experience in managing archaeological excavation and post-excavation and dealing with archaeological investigation of large scale development work Proven ability in project managing the archaeological and heritage aspects of major infra-structural projects Skills Proven leadership skills and effective relationship management ability Detailed knowledge of relevant archaeology and heritage legislation and regulation and its implications for the management of archaeology and heritage on TII projects An ability to lead and motivate others to deliver objectives A strong commitment to safety, public safety and to the safety of those working for TII and on behalf of TII Excellent communication skills (verbal, written and presentation) Effective decision maker and ability to work on own initiative Demonstrable understanding of quality management processes and procedures Fosters positive can do attitude amongst the team and is an effective team player Create, maintain and update digital data relevant to project Currently hold and maintain a full driving licence Fluency in the English language, both written and oral Formal Education Qualifications A third level qualification (NFQ Level 8 or Higher) in Archaeology Professional Memberships Membership of the Institute of Archaeologists of Ireland or an equivalent organisation is desirable.
