Role
The Contract Coordinator will manage the pre- and post-contract requirements of the Infrastructure Department’s Portfolio, ensuring adherence to awarded framework agreements and work orders (call-off contracts). Pre-contract, the role collaborates with the Contracting Entity’s Procurement and Legal teams to support Programme Directors on engaging Contractors and/or Consultants in line with contract procedures and procurement strategy. Post-contract, the Contract Manager administers work orders from award to completion, take-over of works and final assessment, and approves subcontractors and subcontract documents in accordance with the contract.

The Contract Coordinator also oversees monitoring of Contractor/Consultant performance against contractually agreed KPIs and contributes to dispute management as required.

Responsibilities

Understand and align to the Contracting Entity’s Contract Management standards, ensuring compliance with selected Terms & Conditions (NEC) and program requirements.

Ensure full compliance with contract management standards and contractual terms; report non-compliance.

Manage commercial relationships with Contractors/Consultants to drive continuous improvement in delivery.

Review draft contracts for fit-for-purpose applicability, coordinating inputs from advisors as required (legal, technical, financial).

Lead contractual negotiations and provide guidance to Project Manager, Services Manager and Programme Director as needed.

Review and accept subcontractors and subcontract documents in line with the contract.

Certify payments, including assessment of Defined Costs for Option C and E contracts.

Audit contractor/consultant accounts to ensure costs are captured correctly.

Review contractor/consultant forecasts and assess painshare or gainshare under Option C or D contracts.

Undertake delay damages calculations if required.

Establish and approve contract management strategies for categories/programmes.

Set KPI targets in Incentive Schedules within NEC contracts and monitor performance.

Create and maintain a Key Performance Indicator library for accountable categories/programmes.

Lead or support performance evaluations and improvement plans as appropriate.

Build, develop and maintain a team of Contract Administrators and foster project team relationships.

Review compensation event applications, quotations, assessments and early warnings; advise Project Manager/Service Manager.

Review applications for payment to ensure alignment with contract terms when required.

Provide assurance of tender documentation and amendments, and oversee tendering/evaluation processes for contractor/consultant appointments.

Qualifications

10+ years of contract management and administration experience.

Knowledge of monitoring contractor/consultant performance and claims management.

Experience establishing performance management frameworks and KPI libraries.

Experience administering NEC contracts and developing contract management strategies.

Strong leadership to manage multiple, complex contracts and provide clear direction to stakeholders; NEC contract management expertise, particularly in aviation contexts, is preferred.

Able to lead a small team (1-3 people).

Analytical, negotiation, and report-writing skills; strong presentation ability and computer literacy.

Understanding of CEMAR and Unifier (or equivalent) systems.

Formal Education

Bachelor Degree in Law / Quantity Surveying / Project Management
