ABOUT THE LAND DEVELOPMENT AGENCY

The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn

The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Purpose of the Role:

The LDA, as a commercial semi-state company has both public service and commercial obligations. The LDA is a property developer, a landlord and delivers Government housing policy. Operational resilience is fundamental to the LDA's ability to managing the risks associated with delivering quality housing services to its tenants and an economic return for the State. The Business Continuity Manager role is critical to that success and to maintaining a high standard of operational resilience for the organisation and its stakeholders.

Key Responsibilities:

· Lead and manage the LDA business continuity management system

· Conduct business impact assessments and risk assessments for business critical processes

· Develop, maintain and communicate business continuity management and associated policies and procedures to stakeholders across the organisation

· Prepare, maintain and communicate major incident management plans and fulfil the role of major incident manager as required

· Conduct the annual LDA business continuity risk assessment and communicate the outcomes to Management

· Develop, maintain and oversee the delivery of the rolling three year business continuity test plan

· Develop and maintain critical third party operational resilience readiness assessments and report the outcomes to Management

· Report on business continuity key performance indicators to the Audit and Risk Committee as required

· Working with stakeholders develop recovery solutions and prepare business continuity plans

· Prepare and deliver business continuity training and awareness campaigns

· Play a lead role in the LDA's second line of defence community through participation in the Risk Management Working Group

· Support liaise and consult with stakeholders on technology, process and/or organisational changes

Key Requirements:

· Third level degree and/or professional qualification in a relevant discipline

· Minimum of 3 years working in operational resilience and business continuity management

· Experience managing major incidents is essential

· Experience in cybersecurity incident response is desirable

· In-depth knowledge of business continuity and risk management best practices

· Familiarity with the Code of Practice for the Governance of State Bodies 2016 and associated guidance

· Experience of maintaining an effective business continuity management system during periods of significant and complex change

· Experience in understanding and evaluating IT risks, processes and controls

· Lean six sigma qualifications and experience desirable
