Dublin Airport, the main entry point to Ireland and a prominent international hub linking Europe with the United States, has experienced significant growth in recent years. We are preparing for additional expansion and will be making substantial investments in our infrastructure over the next decade, which will include the enlargement of both our terminal and pier facilities, as well as supporting infrastructure aimed at accommodating growth sustainably while enhancing efficiency and the overall passenger experience, thereby providing a modern, world-class airport for Ireland. The expense associated with this investment is ultimately funded through non-aeronautical revenue generation, in addition to passenger and operational charges. These charges, and consequently the investment costs, are evaluated and regulated by the Irish Aviation Authority (IAA). Therefore, our proposed infrastructure must be efficient in both design and cost, as our proposals are scrutinised by both our airline stakeholders and the regulatory authority from the project's inception through the preparation and issuance of a capital investment plan every five years. Furthermore, as larger and more complex projects progress through their project cycle, they will be part of a Stage-Gate consultation process requiring on going stakeholder consultation and assessment by the regulator. Reporting to the Head of Capital Planning, the Capital Regulatory Manager occupies a vital and dynamic senior position that shapes the future of Dublin Airport. This role involves leading and managing our engagements with airlines and other key stakeholders, including the IAA regulatory authority, while being responsible for securing the necessary capital approvals and funding to advance the infrastructure plans. The individual in this position will have complete accountability for formulating strategies, executing processes, and achieving objectives to effectively manage the capital regulation process. Preparation of Capital Development Plan Lead the creation of the airports five-year Capital Development Plan, encompassing multi-billion euro infrastructure projects. Collaborate with technical teams to define requirements, estimate costs, to distill technical information into a comprehensive regulatory submission report that includes graphics and cost information, as well as presentation materials. Manage stakeholder consultations and present updates to senior leadership. StageGate Process Own and manage the Stage-Gate process for major projects, ensuring timely and accurate submissions to the regulator. Oversee both internal and external design and cost experts to collect information for inclusion in the StageGate submission and to ensure that the information provided is accurate. Chair stakeholder consultations and address internal and external queries. This is a critical process to ensure that funding is approved for our larger and more complex capital projects. Regulator Engagement Act as Dublin Airports senior liaison with the IAA Economic Regulator on capital development matters. Provide regular updates, respond to queries, and maintain a constructive working relationship to support capital programme delivery. The individual is expected to foster a positive working relationship with the regulator by providing regular updates, responding to queries, to support capital programme delivery. Subject Matter Expert Serve as the airports lead expert on capital regulation. Advise internal teams on regulatory strategy, cost treatment, and compliance to optimise project outcomes. Wider Capital Planning Strategic Support & Leadership The Capital Planning team is also responsible for airport master planning activities that run concurrently with the capital regulation process. Individual expected to contribute to master planning and broader capital initiatives. Deputise for the Head of Capital Planning in senior forums and governance meetings. A minimum of five years post-graduate experience in a relevant field. Previous cost control, regulation, or project management experience. Comprehensive understanding of capital development plans within a regulated environment. Effective communication and presentation skills. Experience in managing key business and stakeholder relationships to deliver optimal outcomes. Excellent report writing and presentation slide skills, with impeccable attention to detail and proven ability to deliver high-quality output to challenging timelines and the ability to summarise concisely. Proficient in word, excel and PowerPoint. Excellent organisational skills and ability to work to strict deadlines and handle conflicting priorities. Demonstrated ability in leading complex projects to successful on-scope, on-budget, and on-time completion. Ability to work in a challenging environment both on own initiative and as part of a team.
