Job Description The Project Manager acts as the Contracting Entity’s representative, taking responsibility for managing the project from planning and design through to successful completion and commissioning. The Project Manager is responsible for delivering the project on time, within budget and to specification, ensuring the project achieves all project goals and objectives in accordance with the Contracting Entity’s employer’s requirements and the corporate strategic intent for the portfolio. Supervises construction, completion and handover of the building works in accordance with the defined quality and specifications in the contracts for the provision of noise insulation in privately owned properties and schools, ensuring works are carried out to high standards of Health and Safety and professionalism.
Responsibilities
Oversee and monitor the delivery of the project around schedule, interface, cost, variations, contract and risk.
Liaise with relevant team members and functions as required.
Develop the Project Execution Plan, ensuring alignment with the Contracting Entity’s standards and methods.
Engage with and manage the project relationship with the Airport Transformation Manager.
Issue and award tender contracts, including evaluation and presentation of the tenderer to senior management.
Lead the coordination of the project ensuring interfaces are considered and addressed at all stages of the project lifecycle.
Maintain the Responsible / Accountable / Consulted / Informed task tracker.
Coordinate design consultants and other external service providers; organise design review meetings; communicate design acceptance to the Contractor.
Communicate design changes to relevant team members and stakeholders who may be impacted.
Report monthly on project tasks throughout the lifecycle, including construction works during the construction phase.
Maintain the overall project risk register and update at monthly progress meetings.
Identify opportunities to improve Project Management procedures, templates and products, referring ideas to the appropriate line manager.
Monitor and apply performance management techniques; manage the change control process.
Manage the flow of project information between the team and the client through regular meetings and written communications.
Oversee and inspect the works on site; ensure execution in accordance with the Construction Contract.
Examine and comment on method statements and proposals of the Construction Contractor and agree execution methodology with the homeowner.
On completion, receive copies of guarantees, record drawings, operating instructions and maintenance manuals from the Construction Contractor.
Maintain day works records as instructed; advise the Employer’s Representative when to issue instructions to the Contractor relating to compliance with plans, requirements, workmanship, materials, testing and progress.
Prepare weekly construction reports and maintain a site diary detailing interruptions, contractor performance, meetings and items of significance.
Check and report on all claims submitted by the D&B Contractor relating to the contract.
Contract Administration
Review and approve programme submissions.
Lead with mutual trust and cooperation; communicate and issue documents as required by the contract.
Carry out duties as the Project Manager in alignment with the Contracting Entity’s objectives.
Manage the compensation event process to ensure fair contractor compensation for changes initiated by the Contracting Entity.
Ensure timely contractor notification of compensation events to avoid disadvantage to the Contracting Entity.
Assess payment after each assessment interval.
Qualifications
Minimum 12 years of experience in the Construction / Infrastructure sector, including aviation or related projects of a similar size and complexity. Aviation experience is beneficial but not required.
Experience with E-Tenders requirements and strong procurement knowledge.
Experience of operating on site, not just in an office environment.
Documented experience in best practice construction project management policies and standards.
Track record of delivering construction/asset delivery projects on time and within budget.
Knowledge of operating as a client’s project manager.
Experience dealing with stakeholders at all levels to support project delivery and process improvement.
Skills
Proficiency in Microsoft Word, Excel, PowerPoint, BIM, SharePoint and database management.
Strong understanding of construction projects and associated documentation.
Attention to detail with strong documentation skills.
Clear verbal and written communication; ability to present information concisely.
Ability to work on own initiative, set priorities and meet deadlines.
Interpersonal skills for collaboration within a multidisciplinary team.
Flexible, multi-tasking, and capable of managing a multidisciplinary team.
Ability to govern and drive outputs to meet required standards; knowledge of engineering and project management principles.
Scheduling capability using Oracle Primavera 6 or similar systems.
Knowledge of policies and procedures implementation.
Decision-making ability with clear justification; report writing skills.
