Key Responsibilities:

  • Leadership and Oversight: Provide comprehensive leadership of Technical Authors across the directorate team.
  • Contract Management: Manage the scope, specification, information, and requirements throughout the procurement process, including Public Private Partnership (PPP) public concession suite of contract documents.
  • Talent Development: Identify training and development processes for procurement personnel in conjunction with Learning & Development.
  • Commercial Strategies: Conduct high-level reviews and strategic challenges to align documents with commercial strategies, driving value for money (VfM), and eliminating discrepancies and inconsistencies.
  • Project Delivery: Oversee the monitoring and reporting of progress to track and forecast document delivery, report on performance, escalate issues as necessary, and support the continual improvement of document processes in line with client's values and EU Procurement Directives and Irish National Regulations.

Skill Requirements:

  • Able to analyse contractual documentation and apply strategic commercial thinking.
  • Understanding and knowledge of the relevant supply markets and effective application of value for money strategies and solutions.
  • Dealing with commercial agreements and legal awareness of contract risks, including experience of drafting complex and bespoke contract terms and commercial principles including supplies, services, and framework agreement.
  • Able to expertly compile tender and commercial documents, ensuring constant alignment with company's goals.
  • Able to build effective collaborative relationships to understand requirements, facilitate others' understanding, and to ensure the requirements can be discussed and met as closely as possible.
  • Able to tailor communication to engage with different audiences using pertinent argument and influencing techniques.
  • Exceptional problem-solving abilities, and implement strategic efficiencies, solutions, and improvements.
