HMO Licensing and Enforcement Officer Role

Our client, a prominent public body in Belfast, seeks an HMO Licensing and Enforcement Officer to execute a range of duties related to the licensing and enforcement of the Houses in Multiple Occupation (HMO) Licensing Scheme.

  • Conduct inspections, surveys, site visits, interviews, and research work pertaining to the client's statutory enforcement roles when delivering the HMO licensing and enforcement scheme.
  • Validate all assigned applications in a timely manner, ensuring relevant information and appropriate fees are provided in accordance with the licensing framework.
  • Maintain a detailed technical knowledge and understanding of all relevant legislation relating to the Houses in Multiple Occupation (Northern Ireland) Act 2016, including HMO subordinate legislation, codes of practice, guidance, and standard licensing conditions to ensure the section's effectiveness in carrying out its functions.
  • Assist with monitoring and actioning complaints related to anti-social behavior (ASB) and environmental quality matters linked to licensed HMO premises to ensure the HMO owner adheres to their obligations in this regard and prepare reports and provide evidence in circumstances where it may be necessary to take necessary enforcement action.

The ideal candidate should possess:

  • A third-level qualification in a relevant discipline with at least one year's experience in legislative enforcement and application, including the administration of documentation for enforcement investigation of complaints and carrying out appropriate remedial action.
  • Or two years' experience in the above areas without a third-level qualification.
  • A full, current driving license and a car available for business use.

This position offers an immediate start and the opportunity to work with a large public body on a temporary contract basis.
