Procurement Specialist Job Description

This job is for a procurement specialist to lead the development and implementation of procurement policy and strategy, ensuring best practice, compliance with Public Procurement Guidelines and EU legislation, while maximising value and minimising risk across all procurement activities.

The procurement specialist will be responsible for coordinating all procurement activities, managing the full procurement process, developing and maintaining a corporate procurement plan, and ensuring contracts register is maintained. Additionally, they will oversee contract management policy implementation, monitor supplier performance, review and update in-house policies and procedures, and establish strong relationships with business areas, vendors, suppliers, and procurement consultants.

  • Candidate must have 4+ years procurement experience with a proven track record of delivering successful outcomes in Public Procurement.
  • A thorough knowledge of Public Sector procurement guidelines, rules and regulations with a commitment to high standards of public service.
  • Experience of engaging with the OGP and procurement frameworks.
  • Excellent and up-to-date practical knowledge of relevant legislation including EU procurement law, public procurement guidelines and relevant circulars.
  • Experience of developing and implementing procurement policies and procedure.
  • A good working knowledge of the e-Tenders platform.

The procurement specialist will be part of the Finance Team, leading on procurement-related matters, and will work closely with the Office of Government Procurement (OGP), external procurement consultants, and other stakeholders.
