**Regulatory Legal Officer - Horseracing Opportunity**

The Irish Horseracing Regulatory Board is the regulatory body for Irish horseracing, responsible for ensuring public trust and safeguarding its reputation through robust and transparent practices.

We are seeking a highly motivated and proactive individual to support our Racing Regulation & Integrity Unit as a Regulatory Legal Case Officer. This permanent position offers an exciting opportunity to gain experience in a dynamic environment with scope for professional growth.

The successful candidate will play a key role in supporting the Head of Racing Regulation & Integrity by ensuring the efficient operation of regulatory hearings, case management, and compliance functions.

Key Responsibilities:

">
  • Draft, review, and proofread legal and regulatory documents, reports, and correspondence.
  • Provide structured legal support for disciplinary and investigatory casework, including evidence collation, hearing preparation, and outcome documentation.
  • Manage and organise case files, legal records, and compliance obligations, ensuring accuracy and confidentiality.
  • Oversee diary and scheduling requirements for casework and regulatory hearings.
  • Conduct legal research on relevant legislation, regulations, precedents, and case law.
  • Draft reports and notices for publication on our website and other platforms.
  • Liaise with internal and external stakeholders professionally, maintaining clear communication.
  • Support key regulatory projects, including the ongoing Rulebook Review.
  • Provide administrative and legal support to the Data Protection Officer on GDPR compliance and data management.
  • Prepare and format reports, presentations, and briefing documents aligned with our strategy and strategic pillars.
  • Handle confidential and sensitive information with absolute discretion.

We are looking for a motivated and proactive individual with excellent interpersonal skills, who can work under pressure and as part of a dynamic team. The successful candidate will have a strong work ethic and be able to build trusted relationships with stakeholders at all levels.

**Required Skills and Qualifications**

">
  • A Level 7 (or higher) qualification in legal studies, or a related field.
  • Legal research and writing skills.
  • 3-5 years' experience in a similar role, ideally in a regulated or public sector environment.
  • Experience in preparing legal submissions.
  • Excellent organisational and time-management abilities.
  • Proficiency in Microsoft Office Suite (Teams and SharePoint) and legal research tools.
  • Project management skills with the ability to manage timelines and coordinate with multiple stakeholders.
  • Meticulous attention to detail and the ability to work under pressure.
  • Effective communication skills, both written and verbal.
  • Familiarity with the Horseracing industry or other sports is a bonus.
