Background The Network Management Division is responsible for the management of the national road network, comprising approximately 5,300km of Irelands principal roads, including approximately 1,300km of motorways and dual carriageways.
The Network Operations section of Network Management comprises three regions and is responsible for the operation and maintenance of national roads within each region.
Each region comprises a MMaRC contract managed by a motorway contractor / operator along with a number of motorway PPP concessions.
In general, non-motorway sections on the national road network within each region are managed by the local authorities, overseen by TII.
TII is responsible for the management and operation of approximately 1,300km of motorways and dual carriageways on the national road network.
Approximately 450km of motorway / dual carriageway are operated under thirteen PPP concessions, overseen by the Network Operations section.
The remaining 850km approximately of motorway are managed by TII undermanaged by TII under three MMaRC contracts.
In addition, TII operates the Dublin and Jack Lynch Tunnels, together with the Motorway Operations and Control Centre (MOCC) under a separate contract.
In 2020, as part of the enhancing Motorway Operations Services Contract (eMOS), TII completed the expansion of the Tunnel Control Centre to integrate tunnel and motorway control operations in a new state of the art facility at East Wall Road, Dublin 3, adjacent to the Dublin Tunnel Plaza.
This new facility allows TII to manage and operate its tunnel control and operations activities together with the operations of its intelligent transport systems (ITS) monitoring and control deployments on the motorway network.
Reporting to TIIs Motorway Operations Manager, the Assistant Manager will be part of the TII team overseeing the activities of TIIs Tunnels and Control Centre Operator.
The role will be based at the MOCC at East Wall Road, Dublin 3.
The role requires collaborative working with a wide range of public sector stakeholders, including An Garda Sochna, Department of Transport Emergency Planning Group and other Government emergency planning stakeholders, Dublin Fire Brigade and HSE Ambulance service.
In addition, the role will involve day-to-day interaction with a range of specialist contractors, TIIs Motorway Maintenance (MMaRC) Contractors and PPP Companies across the network, sub-contractors and technical advisors.
Role and Responsibilities Develop effective operational relationships with key stakeholders in the operation of TIIs motorway control centre activities Assist in ensuring compliance with TIIs governance obligations Manage annual and multi-year budgets, allocations in accordance with TII requirements and implement appropriate programme management and control measures Monitor and oversee the day-to-day operation of the Control Centre Operator Ensure the Control Centre Operator undertakes its duties in respect of motorway operations in accordance with its contractual obligations and best operating practices & guidelines Develop and maintain a knowledge of the systems and equipment employed to support the delivery of these services Support in managing and supervising the Technical Advisors responsible for overseeing the Tunnels and Control Centre contract Monitor and oversee the IT and cyber-security performance of the MOCC and tunnels operation and liaise with the TII Information Security Officer frequently and as necessary Monitor and oversee Data Protection obligations relating to the MOCC and tunnels operation and liaise with the TII Data Protection Officer frequently and as necessary Undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.
Motorway Operations Support theMotorway Operations Manager in engaging with the Interagency Incident Coordination Groups (IICG) for Dublins M50, Corks N40 and other incident coordination groups Develop strong and effective relationships with key stakeholders within TII, particularly the Senior Manager for Special Projects, regional management teams responsible for motorway operations and colleagues responsible for ITS deployments Actively contribute to the Network Management Divisions risk management processes for network motorway operations Assist the Motorway Operations Manager to identify, develop, update and review as necessary procedures and plans to support the delivery and enhancement of motorway operation services Assist in overseeing the planning for major planned and unplanned events with external parties (local authorities, event organisers, etc.
), MMaRC Contractors, PPP Companies, other TII departments and the Control Centre Operator as necessary to mitigate impacts on the network Conduct and manage post incident reviews and debriefs with relevant stakeholders and as appropriate implement lessons learned through modification of the operational procedures and enhancing the associated operations software Oversee the operation of TIIs road space booking system for national road maintenance, renewal and allied operational activities Tunnel Operations Assist in ensuring the joint Motorway and Tunnel Operation Services are being delivered in a coordinated manner Participate in the asset management, operations and service contracts as required Other tasks Undertaking such other tasks, activities or other duties as may be required or assigned as appropriate to the grade All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation.

The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.
ESSENTIAL REQUIREMENTS Character Each candidate must be of good character.
Health A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service Education & Experience The successful candidate will be required to demonstrate the key competencies for an Engineer Grade 2 position as identified in TIIs Competency Directory, as well as the following job-specific requirements: Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in an engineering, transport or relevant discipline, A minimum of five years relevant post graduate experience in one of the following areas; Operation of motorway control or other transport network control facilities Design, construction or operation/maintenance of road/transport infrastructure projects, at least three of which should relate to the design and/or supervision and/or contract administration of new build or road projects.
Ideally be a Chartered Engineer with Engineers Ireland or be professionally registered at an equivalent level with an equivalent organisation, or commencethe chartership process on appointment to the position, Demonstrate a proven track record with stakeholder management, A proven track record in responsible positions for the development and implementation of complex traffic management schemeswould be an advantage, Have a familiarity with road maintenance and operations together with asset / maintenance and management systems, Possess a good understanding of programme and project governance, project and contract management, Possess good risk, financial, technical, contract and stakeholder management capabilities as they relate to both local authority and contractor delivered works programmes, Possess an ability to contribute to specialist teams in the field of motorway operations and control, Have a strong commitment to road user safety, to staff safety, and to the safety of those working on behalf of TII, Have a strong commitment to the successful integration of sustainability and life cycle principles into operational and maintenance programmes in TII, Excellent communications skills verbal and written, Currently hold and maintain a full driving licence.
