Background: The Cancer Directorate was established in 2020 to oversee improvements in cancer care, promote research and facilitate education for all those involved with patients with cancer.
The directorate works in partnership with all other clinical directorates and departments involved in the care of patients with cancer.
The Cancer Directorate reports into the Executive Management Group (EMG) via the Clinical Director for Cancer Services.
The Beaumont RCSI Cancer Centre, established in 2019, incorporates Beaumont Hospital, The Royal College of Surgeons in Ireland (RCSI) and St Luke's Radiation Oncology Centre at Beaumont Hospital.
While Beaumont Hospital and St Lukes Radiation Oncology Network are designated centres for cancer care in Ireland, the three entities collaborated to become a recognised European Cancer Centre accredited by the Organisation of European Cancer Institutes (OECI) with a strategic goal to work towards becoming a Comprehensive Cancer Centre by 2027.
Position Summary The Accreditation and Directorate Manager is an integral member of both the Cancer Directorate Management Team and the wider Beaumont Hospital and Beaumont RCSI Cancer Centre Management Teams.
The post holder works collaboratively with all directorates and partners in the cancer centre to ensure operational management, service and quality targets are achieved.
The Cancer Accreditation and Directorate Manager has responsibility for the following within his/her defined scope:
Management and leadership of the Cancer Directorate team in collaboration with the Clinical Director.
Drive the OECI Cancer Accreditation and Designation programme to deliver a competitive application for comprehensive cancer centre status.
Oversight of the collection and reporting of cancer data and related local and national Key Performance Indicators.
Management of the OECI Cancer Accreditation and Designation programme.
Support a robust and diverse clinical cancer research programme in collaboration with the Scientific Director.
Development of Cancer Centre Education and Research across the Cancer Centre.
Cancer service planning and performance management in collaboration with all directorates.
Strategic Planning / Organisational Development in line with the Cancer Centre Strategy.
Responsibilities Cancer Directorate Management Manage the Cancer Directorate ensuring the efficient and effective day to day running of Directorate, matching resources with flexibility to respond to workload.
Work with the Chief Operations Officer and wider operations team to develop and deliver effective operational plans linked to the hospital strategy, the cancer strategy and relevant executive operational plans.
Manage all staff within the Cancer Directorate.
Collaborate with relevant national stakeholders on the allocation of resources and reporting of relevant performance indicators for cancer care.
Manage the operational implementation of new service initiatives, including liaising with stakeholders, developing operational policies and guidelines as required.
Provide frontline general management advice and support to the Directorate Management Teams which includes human resource and workforce planning support, performance analysis and problem solving advice.
Foster close co-operation and integration of services across all Directorates in Beaumont Hospital.
Support the development of integrated and community-based cancer services.
Support the development of relevant service level agreements with external collaborators.
Lead projects which improve the quality of services provided to patients evidenced by improved performance against national and international benchmarks.
Cancer Centre Management Coordinate the OECI Cancer Accreditation and Designation Programme and related activities.
Coordinate the Cancer Centre Executive and Cancer Centre Board and follow up on actions.
Oversee process for reporting on cancer strategy progress.
Collaborate with relevant representatives across the RCSI and St Lukes Radiation Oncology Network to establish processes to support the development of the cancer centre and the pathway to Comprehensive Cancer Centre.
Lead on relevant EU programs and initiatives as required.
Develop and publish relevant reports.
Plan and coordinate Cancer Centre events.
Quality Assurance and Risk Management Collaborate with all directorates to ensure that organisational and national targets related to cancer care are met.
Contribute to the development and lead on the implementation of best practice service modernisation and improvement plans and strategies across cancer services in collaboration with relevant stakeholders.
Encourage a culture of continuous improvement and mutual co-operation in the achievement to the highest possible standards of clinical care and maximum efficiency.
Work with the Directorate Management Teams and colleagues to develop clinical governance systems within the Directorate which ensure that all relevant OECI, HIQA and JCI standards are met.
Ensure that the Directorate has an effective process for risk assessment and risk management.
Coordinate the Directorate's participation in local risk management initiatives to monitor clinical and non-clinical issues with the Directorate.
Coordinate the processing of adverse incidents within the Directorate ensuring that they are investigated promptly, respecting confidentiality and instigating preventative action.
Education & Research Work in collaboration with the Scientific Director, Clinical Director and wider Cancer Research Executive to develop and increase research activity in line with accreditation targets.
Lead on initiatives to support inter professional education and development in the field of cancer care.
Qualifications Criteria: Essential Desirable Qualifications: Educated to degree level or equivalent experience or Minimum of 7 experience in a similar role.
Career progression through continuing professional development.
Masters/PhD level in a related field.
Healthcare Professional Experience.
Experience: Experience of middle/senior management in a complex organization.
Strong clinical audit and research experience.
Data management experience.
Experience of Quality Frameworks and demonstrable experience of working to meet defined standards.
Day-to-day people management including, recruitment and retention, performance management etc.
Experience managing complex data for the purpose of performance monitoring and quality improvement.
Experience managing and leading teams.
Experience working with multiple stakeholders to achieve a common goal.
Health Services management experience.
Clinical Research Experience.
Special Knowledge: Sound knowledge of the working of the wider healthcare system in Ireland and internationally.
Sound understanding of the HSE National agenda and the National Cancer Strategy.
Knowledge and application of key policies and procedures to include access to services, Health and Safety, HR Guidance and Governance etc.
Knowledge of clinical research in the Irish setting.
Experience working in Cancer Services in Ireland.
