About Coimisiún na Meán

Coimisiún na Meán has been established further to the provisions of the Online Safety and Media Regulation Act 2022 ("OSMR Act 2022"). The OSMR Act 2022 was enacted on 10 December 2022. The OSMR Act 2022 amended the Broadcasting Act 2009 to establish Coimisiún na Meán and dissolve the Broadcasting Authority of Ireland ("BAI").

In addition to undertaking the functions of the BAI as the regulator for broadcasting in Ireland, Coimisiún na Meán is to establish a regulatory framework for online safety, update the regulation of television broadcasting and audiovisual on-demand services, and transpose the revised Audiovisual Media Services Directive into Irish law.

Our mission is to ensure a thriving, diverse and safe online and media landscape. This means a mix of different voices, opinions and sources of news available over the air and online. It means children and all of us being protected from harmful content.

Role Purpose

Reporting to an Assistant Director of Governance, you will manage aspects of the Governance function within the Corporate Governance function of Coimisiún na Meán. As the organisation is continuing to expand and evolve, it is likely that flexibility in regard to the allocation of specific duties will be necessary. Accordingly, the list of duties specified below is not intended to be exclusive or restrictive and duties may be added or withdrawn.

Key Responsibilities

Governance

  • Support the design, development and implementation of a Governance framework and strategy for Coimisiún na Meán.​
  • Support the Secretary of the Audit and Risk Committee (ARC) in ensuring timely reporting and rollout of the ARC and Internal Audit workplan​
  • Manage, implement and continuously review An Coimisiún's Governance policies and procedures. ​
  • Work cross-functionally to support the design and ongoing management of An Coimisiún's Governance processes.​

Statutory Governance Requirements

  • Manage the development and implementation of policies and procedures to deliver on An Coimisiún's strategic objectives in respect of its Governance functions. ​
  • Manage the design and implementation of procedures and systems to ensure An Coimisiún's compliance with all its statutory governance obligations including compliance with the Code of Practice for the Governance of State Bodies and statutory reporting. ​
  • Manage procedures to ensure that An Coimisiún's obligations pursuant to FOI, GDPR, IHREC, the Official Languages Act and all other statutory regulatory requirements are met.​
  • Manage reporting compliance requirements of Climate Action mandate and related matters​

Risk Management

  • Manage the implementation and evaluation of policies and systems to ensure that An Coimisiún has robust external and internal governance accountability, risk and reporting systems.​
  • Reporting to the Chief Risk Officer, identify, manage and report on governance risks and related mitigating action.
  • Support the development and roll-out of risk management training across the organisation.

FOI, GDPR and Protected Disclosures

  • Manage the implementation of An Coimisiún's FOI policies, procedures and template documentation and support the development and roll-out of FOI training across the organisation.​
  • Act as a FOI Decision Maker​
  • Manage the development and oversight on implementation of GDPR policies and procedures (i.e. data requests, privacy impact assessments, investigations and complaints by Office of Data Protection Commissioners, monitor and implement decisions of Office).​
  • Manage the development and implementation of records management policies and procedures for An Coimisiún.​
  • Support the development and roll-out of GDPR and data protection requirements training across the organisation.​
  • Manage the implementation of An Coimisiún's Protected Disclosures policies, procedures and template documentation and support the development and roll-out of Protected Disclosures training across the organisation​

People Management

  • Manage support staff working with the Governance team and identify the skills and training requirements needed to ensure the organisation can deliver high quality and responsive Governance across all areas of operation.
  • Role model Performance Management development for staff developing the skills requirements of the team and mentoring and coaching team members to develop their potential.​
  • Liaise with the People and Organisational Development team to ensure appropriate Governance updates and training are provided to all staff. ​

Essential Criteria

  • At least 3 years' experience in an equivalent Governance role in a public sector environment;​
  • Proven track record of supporting cross-organisational policy development and implementation.​
  • Strong, efficient and methodical work methods with the ability to handle multiple tasks in a fast-paced environment;​
  • Proficient in Microsoft packages, databases and SharePoint;​
  • Excellent communication skills, both verbal and written but with particular emphasis on written communication;​
  • Previous experience in supporting the development and rollout of internal control and risk management systems in organisations of 150+ staff;​
  • Detailed knowledge of the Code of Practice for the Governance of State Bodies and relevant governments circulars and guidelines;​
  • Previous experience of the Freedom of Information request process in a Decision maker role.​

Desirable Criteria

  • Hold or be working towards certification in a Governance or relevant aspects of public sector governance;​
  • Knowledge and experience of FOI (e.g. experience in a FOI Decision Maker role).​
  • A relevant third level qualification in Governance or an associated field;​
  • Fluency in the Irish Language (written and verbal).
