Coimisiún na Meán has been established further to the provisions of the Online Safety and Media Regulation Act 2022 ("OSMR Act 2022"). The OSMR Act 2022 was enacted on 10 December 2022. The OSMR Act 2022 amended the Broadcasting Act 2009 to establish Coimisiún na Meán and dissolve the Broadcasting Authority of Ireland ("BAI").

In addition to undertaking the functions of the BAI as the regulator for broadcasting in Ireland, Coimisiún na Meán is to establish a regulatory framework for online safety, update the regulation of television broadcasting and audiovisual on-demand services, and transpose the revised Audiovisual Media Services Directive into Irish law.

Role Mission

The Finance Operations Manager for Accounts Payable and Payroll will be responsible for overseeing and managing the company's accounts payable and payroll functions. This role requires a high level of expertise in process management, compliance, and process optimization to ensure timely and accurate payments to vendors and employees. The Operations Manager will work closely with the Senior Manager of Finance and other key stakeholders to develop and implement strategies to improve the efficiency and effectiveness of the accounts payable and payroll processes.

Key Responsibilities

Accounts Payable Management:

  • Oversee the end-to-end accounts payable process, ensuring timely and accurate processing of invoices and payments.
  • Develop and implement policies and procedures for accounts payable to ensure compliance with company policies and regulatory requirements.
  • Reconcile accounts payable transactions and resolve any discrepancies.
  • Prepare and analyse accounts payable reports and metrics to identify areas for improvement.
  • Responsible for cashflow forecasting
  • Responsible to meet all internal and external reporting requirements, for example: prompt payment.

Payroll Management:

  • Collaborate with HR to ensure accurate and up-to-date employee information in the payroll system.
  • Oversee the payroll process to ensure timely and accurate payment of salaries to employees.
  • Maintain payroll records and prepare payroll reports for internal and external stakeholders.
  • Manage employee queries related to payroll and benefits.

Process Improvement:

  • Identify opportunities for process improvements and implement changes to increase efficiency and accuracy in accounts payable and payroll processes.
  • Leverage technology and automation to streamline workflows and reduce manual intervention.
  • Monitor industry best practices and trends to keep the company's processes up to date.

Compliance and Risk Management:

  • Ensure compliance Public Spending Code and Code of Practice for the Governance of State Bodies.
  • Conduct regular audits and reviews to identify and mitigate risks.
  • Maintain confidentiality and security of financial and employee data.

Team Leadership and Development:

  • Manage and mentor a team of finance professionals, providing guidance and support to ensure high performance.
  • Foster a culture of continuous improvement, encouraging the team to identify and implement process enhancements.
  • Ensure appropriate training and development opportunities are provided to team members.

Essential skills

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum of 3 years of experience in an accounts payable role.
  • Strong knowledge of accounting principles and regulations.
  • Experience with accounting and payroll software
  • Excellent analytical and problem-solving skills.
  • Strong attention to detail and accuracy.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple priorities and meet deadlines.

Desirable Skills

  • Experience in a regulatory or public sector environment.
  • Experience in managing payroll process for companies of 150+ employees
  • IPASS Qualification
