About Coimisiún na Meán
Coimisiún na Meán has been established further to the provisions of the Online Safety and Media Regulation Act 2022 ("OSMR Act 2022"). The OSMR Act 2022 was enacted on 10 December 2022. The OSMR Act 2022 amended the Broadcasting Act 2009 to establish Coimisiún na Meán and dissolve the Broadcasting Authority of Ireland ("BAI").
In addition to undertaking the functions of the BAI as the regulator for broadcasting in Ireland, Coimisiún na Meán is to establish a regulatory framework for online safety, update the regulation of television broadcasting and audiovisual on-demand services, and transpose the revised Audiovisual Media Services Directive into Irish law.

Our mission is to ensure a thriving, diverse and safe online and media landscape. This means a mix of different voices, opinions and sources of news available over the air and online. It means children and all of us being protected from harmful content.
Role Mission
As a member of the Children and Vulnerable Adults team within our Regulatory Policy division, you will be joining An Coimisiún at a very exciting time of ambitious and significant change for media regulation.
The work of the Regulatory Policy division ensures An Coimisiún has a deep understanding of the way that traditional and online media affect the rights, interests and welfare of citizens in an open democratic society, and to ensure that these interests are reflected in the rules that broadcasters and providers of online services have to follow and in the way An Coimisiún enforces the rules. The division is dedicated to the development of policy addressing various types of harms and issues, including: the interests of children and vulnerable adults, illegal (hate and violent) content, the protection of democracy, fundamental rights and consumer rights and online safety and media service codes and rules and guidance.
The role of the Children and Vulnerable Adults team within the Regulatory Policy division is to develop policy relating to different issues and types of harm affecting children and vulnerable adults, including online. As regards vulnerable adults, An Coimisiún understands that the reasons why adults may experience vulnerability are diverse and can be multi-faceted and intersectional.
The Children and Vulnerable Adults team also works on a range of initiatives, including in collaboration with other teams within the Regulatory Policy division and within An Coimisiún more generally. Current examples in this regard include management and operation of An Coimisiún's Youth Advisory Committee and the development of educational resource materials about Ireland's online safety framework.
Role Purpose
The Policy Manager (Higher Executive Officer) in An Coimisiún's Regulatory Policy division is a middle management role with significant managerial responsibilities. You will be responsible for managing, delivering and reporting on projects and processes. Managers are expected to contribute actively to the implementation of the organisation's strategic objectives, to the continuous improvement of the organisation in terms of its effectiveness and efficiency, and to demonstrate behaviours consistent with the organisation's culture, values, and reputation.
As a Policy Manager in the Children and Vulnerable Adults team, you will manage, support and actively contribute to the development and delivery of the team's work programme as well as to the Regulatory Policy division's work plan and strategy. In addition to managing projects internally, you will be required to: develop specialist knowledge on key issues and harms affecting children and vulnerable adults; engage in policy development and analysis; prepare guidance and briefings; and build constructive relationships with key external stakeholders. You will be flexible in your approach to working on a range of assigned projects and tasks.
Key Responsibilities
Key responsibilities, and corresponding competencies, for the role will include, but are not
limited to, the following:
· Project planning, management, execution, analysis, administration and reporting.
· Work alongside colleagues to develop evidence-based policy across many areas of online safety, regulation, the application of codes and rules, and the wider media landscape affecting children and vulnerable adults.
· Effectively manage stakeholders to include support for public consultation and building / maintaining a network of external relationships.
· Maintain a high level of specialist knowledge, staying up to date on research and topical issues concerning the online safety, regulatory and media sectors, having particular regard to matters affecting children and vulnerable adults.
· Support horizon scanning activities, scope new trends and areas of policy development.
· Write reports, briefing notes, speaking notes and presentations to a high standard.
· Collaborate with internal and external teams to support cross-functional working with other divisions, including Platform Supervision, User Engagement, and Media Development.
· Strong people management skills, which may include managing and developing high performing direct reports.
· Identify the skills and training requirements needed to ensure the organisation can deliver high quality policy development and analysis.
· Mentor and coach team members to develop their potential.

Essential Criteria
The ideal candidate should have/be:
· At least 3 years' professional experience working directly with and/or on behalf of children and/or vulnerable adults, their rights, needs and interests.
· Experience of policy management, development and/or policy analysis.
· Passionate delivering our mission to ensure a thriving, diverse, creative, safe and trusted media landscape.
· Knowledge of the methods used in policy development to a high standard.
· Excellent written and interpersonal communication skills, and a high level of attention to detail.
· Excellent planning and organisational skills, and the ability to prioritise effectively and manage a significant and diverse workload, and to adapt where necessary.
· Inherent curiosity and creativity, with the ability to respond to complex policy challenges and find workable solutions.
· Future focused and resilient, viewing challenges as learning opportunities.
· Ability to work on own initiative as well as within project teams.
· Strong analysis, IT and project management skills.
Desirable Criteria
· Experience or knowledge of regulation, including online safety and/or content regulation.
· Experience or knowledge of relevant legislative, policy and practice developments affecting children and/or vulnerable adults at the national, European and/or international level NQF Level 8 qualification or higher in public or social policy, business administration, project management, compliance or another relevant discipline; OR NQF Level 7 qualification with at least 3 years relevant experience.
