The SEAI have an opening as a Programme Executive for the National Retrofit & Community Department working with the National Retrofit team. On an 18month contract
The National Retrofit & Community Department is a key enabler of the Irish energy transition by assisting homeowners and communities reduce energy consumption and decarbonise homes and communities, primarily through supporting home energy upgrades and providing grant and education supports to communities.
The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI's National Retrofit Plan. As Programme Executive you will provide support to the Programme Manager in the in the technical and operational development of the National Retrofit Plan with a key focus on heat pump technologies.
Key Responsibilities, Knowledge and Skills
· Supporting the Programme Manager in the technical and operational development of the National Retrofit Plan, including developing new programme delivery approaches.
· Delivering and developing new programme and project initiatives such as research and pilot projects (heat pump, heat loss indicator, home energy assessments, centralised heating systems).
· Managing projects which will deliver robust technical field data to inform the development of the technical standards to deliver Climate Action Plan objectives.
· Develop, review, and maintain standard technical and administrative guidelines.
· Develop and maintain strong business relationships and work collaboratively with a range of internal and external stakeholders including One Stop Shops, Retrofit Companies, relevant representative associations within the industry.
· Partner across SEAI organisation and with Service Providers to ensure continuous improvement of delivery process.
· To undertake any other duties/projects as may be assigned from time to time within the wider residential programme and across other SEAI Business Units.
· To ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.
Knowledge & Skills
· Knowledge of relevant standards, e.g., S.R. 54:2019, SEAI's Domestic Technical Standard & Specification (DTSS), Building Regulations etc.
· A proven proactive approach to achieving results, including managing scope, time, risk assessment, cost, and quality.
· Excellent communication (written and oral) and interpersonal skills, including ability to communicate technical information to non-technical audiences.
· Strong project management and organisation skills and knowledge of business process management.
· Strong networking and relationship development capability.
· Good understanding of all supports available across SEAI relevant to programmes.
· Strong analytical, problem-solving, and interpretive skills with an ability to think strategically and use sound judgement on complex issues.
ESSENTIAL REQUIREMENTS
· A minimum of Level 7 Qualification on the National Framework Qualifications (NFQ) in a relevant technical or operational field i.e., Engineering or Science based.
· Minimum three years' experience of working in this or a related sector or in a similar role.
· Expertise/knowledge in the following: energy efficiency retrofit measures, their installation and commissioning, building energy rating methodology, building physics, fabric upgrades and renewable technologies such as heat pumps.
· Strong project management and organisation skills and knowledge of business process development experience.
· Strong written and verbal communication skills, including report writing, presenting, public speaking.
DESIRABLE REQUIREMENTS
· Full Driving Licence.
· Understanding of project management methodologies.
· Industry experience including knowledge of the retrofit sector.
· Experience in carrying out Building Energy Ratings.
· Experience of design, installation and or maintenance of energy efficiency technologies.
