We are delighted to announce that our client the Charites Regulator are currently recruiting for a Unit Manager.

Role profile

This role is a key middle management position within the Charities Regulator.

The role holder can expect to be involved in managing, and motivating teams of people, analysis of complex issues, provision of advice, managing stakeholders, delivering programmes and the management and delivery of services.

The role will also involve interacting with charities, assessing complex non-routine information to reach a decision, resolving issues raised, recommending courses of action to senior management, and providing advice and support in relation to matters generally in conjunction with other members of the unit. This is a public facing role and the role holder will be engaging with a range of stakeholders.

The role holder is responsible for supporting the Unit Head, Director and other members of the Regulatory Management and Senior Management Teams. This is an exciting opportunity for someone who is looking to build on and further develop their existing managerial experience in a fast-paced and dynamic environment. The role would also provide the right candidate with an opportunity to directly contribute to the attainment of the Charities Regulator's strategic objectives by developing the team and its processes, ensuring that they operate efficiently to deliver enhanced services for service users and the wider public.

The role also entails working closely with managers across the organisation and collaborating with other public bodies and other external stakeholders to ensure adherence to the applicable statutory framework and internal policies and procedures.

The duties and responsibilities of the successful candidate will include the following:

  • Develop and manage the unit ensuring that we deliver high quality, and timely services while providing high levels of customer satisfaction
  • Manage and develop the unit to include, business processes and procedures which maximise success and are in line with the statutory functions of the Charities Regulator and underpinning legislation
  • Assessing complex, non-routine issues in accordance with the Charities Act and make recommendations to the Unit Head
  • Reviewing assessments conducted by staff in accordance with the Charities Act and making recommendations on each to the Unit Head
  • Reporting effectively on the workflow and output of the unit and supporting the Unit Head to achieve the effective management of the unit as measured by key performance indicators
  • Implementing and overseeing discrete projects in furtherance of the unit's key actions as set out in the business plan
  • Undertaking public speaking engagements and representing the Charities Regulator at events, as appropriate
  • Assisting, as required, with the preparation of briefing materials for Regulatory Committee and Board approval as appropriate
  • Contributing input to facilitate the drafting of formal documentation including guidance documents, information notes, reports and website content, as appropriate
  • Keeping up-to-date with relevant developments nationally and in other jurisdictions in particular in the areas of charity law including registration, relevant technologies and public service delivery
  • Establishing and maintaining effective relationships with key stakeholders both within the Charities Regulator and externally including other regulators and third-party service providers
  • Contribute to the development of policies and procedures to increase the efficiency and effectiveness of the unit
  • Such other duties as may be assigned from time to time

Essential requirements:

Candidates must on or before 9th August 2024:

  • Have a qualification of at least level 8 of the National Framework of Qualifications from a recognised university or other third-level institution in a relevant discipline

Or

  • Have at least two years of relevant experience in managing the processing of high volume complex applications, auditing or investigation
  • Strong understanding of, and experience in, working within an area involving administrative decision making; have knowledge or experience of corporate governance
  • Have experience of managing and leading people
  • Have a record of achieving challenging goals and managing and prioritising multiple work streams
  • Be flexible, results-focused and have the ability to prioritise and work under pressure in a complex, legal, technical and regulatory environment
  • Be capable of operating effectively on their own initiative
  • Have a proven ability to exercise sound judgement, analytical thinking, and problem-solving/decision-making skills
  • Be capable of demonstrating the capacity to analyse and assimilate large volumes of complex material and to quickly identify the key issues
  • Have previous experience working as part of a team in delivering on organisational goals and projects
  • Possess strong project management skills
  • Have an ability to communicate and influence internal and external stakeholders
  • Have excellent interpersonal and communications skills
  • Have high levels of integrity and professionalism
  • Demonstrate a commitment to continuous self-learning and development
  • Have excellent IT skills

Desirable experience knowledge and skills:

  • Previous experience of working in a compliance/enforcement environment or a regulatory body or in advising regulators or regulated entities in relation to compliance matters
  • An understanding of charity law and the current context within which the Charities Regulator operates
  • A recognised degree or qualification in an area of relevance to the role
  • Membership of a professional body of relevance to the role
  • While not required specifically for the role, spoken or written Irish to a level sufficient to communicate with our stakeholders; previous experience of administering registration functions within a regulated sector
