Care Manager at Kare Plus, you will lead a dedicated team in providing the highest standard of care to children.You will oversee the day-to-day management two residential Centres, ensuring adherence to policies, procedures, and national standards.This role requires strong leadership, governance, and operational oversight to create a nurturing, safe, and supportive environment for young people and team members.Policy and ProceduresAdhere to all organisational policies and procedures.Manage the Centres in compliance with the Child Care Act ****, Children's Act ****, Children First ****, and other relevant legislation.Ensure all team practices and Centre procedures align with the National Standards for Children's Residential Centre's *****).Ensure all records and documentation are kept appropriately and up to date regarding service users and staff, particularly ensuring compliance with record keeping in line with GDPR and HIQA requirements.Promote the rights and responsibilities of each young person in the Centres.Lead and engage in policy and procedure reviews as part of the policy review group.Implement procedures related to budgets, health and safety, team supervision, training, appraisals, and recruitment.Implement models of best practice / evidence-based practice.Oversee the Centre's adherence to the Safety Statement and conduct Health and Safety Risk Assessments.LeadershipBe responsible for the effective governance, operational management, and administration (as Person in Charge) of the residential services in Cork.Contribute to the service's ongoing development in accordance with good practice, HIQA requirements, and Company objectives.Manage the day-to-day running of the Centres, ensuring proactive planning, accountability, and support.Provide leadership, motivation, and role modelling to foster good team relations and performance.Create and maintain a safe, stable, and caring environment through effective admission planning, risk assessments, and evaluations.Supervise and support social care team members, leaders, and relief staff.Ensure the quality of service provided is of the highest standard within available resources.Delegate duties to promote the growth and development of team members.Chair team meetings and other relevant discussions as required.Ensure effective communication and planning within the team and with young people.Promote a culture that values diversity and respect in the workplace.Oversight and GovernanceConduct evaluations of team member performance and provide feedback.Participate in Significant Event Reviews to promote learning and highlight best practices.Prepare and present reports and statistics as required.Oversee, monitor and Evaluate:-Reference/Review and Case Conferences Notes-Team Meeting/Group Supervision Notes-Complaints and Compliment Logs-Medical and Medication Records-Supervision and Appraisal Notes-Core Member, Assistant and other stakeholder feedback.-Person Centered Plans.-Reports from internal and external inspections and quality audits.Care of the Young PeopleConsult with young people, their families, team members, and external stakeholders to ensure individual care needs are met.Ensure young people participate in decisions affecting their lives.Oversee the assessment and implementation of care plans, aftercare plans, and placement plans, ensuring they reflect the young person's voice.Attend court, professional meetings, care reviews, and management meetings as required.Respond to risks with the appropriate risk management framework.Support young people holistically, including their social, educational, recreational, and medical needs.Training & Professional DevelopmentMaintain effective self-care practices and promote professional growth among team members.Participate in regular professional supervision.Engage in training opportunities and oversee the team's training needs.Support and train staff in accordance with professional standards as appropriate.Engage in and promote reflective and evidence-based practice.Take responsibility for your development plan and support the supervision of others.Keep abreast of developments in national policies and strategies and international best practice.SafeguardingPerform duties as a mandated person, immediately reporting all child protection concerns to Tusla.Act as Designated Liaison Person for the Centres, managing safeguarding concerns and associated risk assessments.Ensure compliance with the Organisation's Child Safeguarding Statement and risk management plans.Resource ManagementProvide leadership and motivation to optimise service delivery by developing teams and promoting change management.Be involved in the hiring of staff, staff inductions and onboarding in coordination with the HR Department.Be responsible for maintaining all relevant HR Forms/Records.Oversee staff rosters and ensure appropriate staff levels and skill mix within the resource allocation.Be responsible for the probationary appraisal of staff and the completion of probationary appraisal reports as required.Make appropriate recommendations regarding whether employees' standard of work during probation is satisfactory and whether appointments should be confirmed.Manage the Centre budget, ensuring compliance with approved budgetary procedures, and to ensure that optimum benefit is achieved from available resources.Ensure that expenditure in the centre is controlled within agreed cash limits, maintain such records as required, and ensure that such records are at all times available for inspection by an authorised officer.Ensure that appropriate financial information for the units is provided to the Line Manager (or other specified person).Contribute to a range of reports including annual reports, performance indicators, court reports etc. as required.Responsibility for returning quarterly reports pertaining to service provision.Oversee the development and implementation of policy, information sharing protocols and audit systems.Other ResponsibilitiesMaintain a high standard of documentation, including service user files in accordance with National Standards.Maintain accurate, up-to-date records and files, and submit activity data as required.Write accurate, clear, concise, and purposeful reports.Ensure the upkeep, cleanliness, and maintenance of the Centres and their facilities.Provide on-call services and respond to emergencies as required.Criteria:Qualifications and /Experience.A minimum of 3 years in a management or supervisory role in the area Social Care; andAn appropriate qualification (Level 7 on the QQI scale or higher) in social care (that meets HIQA requirements for Person in Charge and the criteria to be registered withCORU)A QQI Level 6 qualification in leadership or working towards itHave a working knowledge of the HIQA National Standards for Children's Residential Centres and associated regulations and guidance.And:Have a minimum of five years' experience of working in a Social Care Grade in a Children's Residential Centre as relevant to the role.And: Candidates must have a suitable standard of professional attainments.And:Candidates must have the requisite knowledge and ability (including a high standard of suitability and management ability for the proper discharge of the duties of the office) with a minimum of three years proven experience in a leadership role.And: Have proficient ICT skills including a working knowledge of Microsoft Packages – Excel and Word, and be familiar with an email package, e.g., Outlook.And: A current full clean driving licenceHealth:A candidate for and any person holding the office must be fully competent and capable of
