About the Position
Reporting directly to the Chief Executive, the Director of Human Resources and Development is a key member of the HPRA Leadership Team and will provide strategic direction to the HRD department, ensuring the development and delivery of effective people-focused strategies aligned to the HPRA's mission, values and strategic goals.
This is a senior, strategic leadership position responsible for building a high-performing, inclusive, and progressive workplace culture.
The Director will lead on strategic workforce planning, organisational development, change management, and the continued evolution of learning and development frameworks to ensure the HPRA is equipped to meet current and future challenges.
Key Responsibilities
Provide strategic insight and leadership across all HR and Learning & Development (L&D) activities.
Partner with the Chief Executive and fellow Directors to shape organisational strategy, change management, and people development initiatives.
Lead the design and execution of the HPRA's HRD strategy aligned to the People Strategy and Strategic Plan.
Oversee operational HRD functions including recruitment, employee relations, organisational development, and performance management.
Drive a culture of high performance, staff wellbeing, continuous learning, equity, diversity, and inclusion.
Act as a coach and advisor to executive leaders and lead the delivery of leadership development initiatives.
Ensure legal and regulatory compliance in all HRD operations, including governance, procurement, and vendor management.
Strengthen internal communication and staff engagement through transparent and values-aligned initiatives.
Represent the HPRA at national and international forums and contribute to the development of regulatory and organisational policy.
Experience/Requirements
A relevant third-level qualification (NFQ level 7 or 8) and CIPD membership.
Minimum of 5 years' progressive leadership experience in Human Resources and/or Learning & Development, with at least 3 years in a senior HR/L&D role within a relevant organisation.
A proven track record of shaping and executing HR strategy and driving organisational transformation.
Extensive knowledge of HR and L&D best practices, employee relations, industrial relations, employment law, and regulations.
Demonstrated success in leading and executing change programmes with significant people impact.
Strong relationship-building, stakeholder management, communication, negotiation, and leadership skills.
Desirable:
A postgraduate qualification (NFQ level 9 or 10) in a relevant field.
Experience in the public sector and a strong understanding of public policy.
Experience with budget and resource management.
Remuneration Package
Salary: €112,974 - €139,320 per annum (incremental scale)
