The position is temporary, full-time, working a 35 hours per week and is anticipated to run on a month to month basis.
The rate of pay for the role ranges between €100-€150 hourly rate with the successful candidate being appointed a salary based on qualifications and experience.
The post will operate on a hybrid working model with a mix of onsite and remote working.
Onsite location will be Garda HQ, Phoenix Park, Dublin 8.
Role Purpose The Quality Assurance Consultant will be responsible for preparing the organisation's Quality Assurance (QA) programme in line with the Public Spending Code.
This includes maintaining oversight of all projects/programmes, ensuring compliance with QA requirements, and producing annual reports for publication.
The role involves close collaboration with the Finance Unit, Internal Audit, and external expertise to ensure transparency, accountability, and robust governance.
Key Responsibilities Project/Programme Inventory (AGS Finance Team) Oversee the preparation of a comprehensive inventory of projects and programmes across all stages of the lifecycle.
Liaise with the Finance Unit and other stakeholders to ensure accuracy and completeness of the inventory.
Review and validate inventory data against expenditure and pipeline projects.
Publication of Procurement Information (AGS Finance Team) Ensure the organisation's Finance Unit publishes summary details of all procurements over €10m on the organisation's website.
Monitor and coordinate publication of references to procurements undertaken by agencies under the department's remit.
Ensure compliance with annual reporting requirements.
Completion of QA Checklists (External Expertise) Coordinate the completion of mandatory QA checklists as set out in the Public Spending Code.
Ensure only one set of checklists is completed per sponsoring agency, applying a sample-based approach.
Provide guidance and quality review of inputs.
In-depth Project/Programme Review (Garda Internal Audit Service) Liaise with Internal Audit and external experts to support independent assurance.
Preparation of Annual QA Report (External Expertise) Compile findings from steps 1-4 into a short, clear summary report.
Ensure the report is signed by the Accounting Officer and published by end of May each year, covering the previous calendar year.
Provide assurance that the QA process has been completed in full and in line with requirements.
Qualifications & Experience Degree or professional qualification in finance, auditing, public administration, governance, or related field.
Strong knowledge of the Public Spending Code and public sector governance requirements.
At least 5 years' experience in financial management, audit, compliance, or project governance.
Experience in preparing reports for senior stakeholders and publishing compliance documentation.
Proven ability to work collaboratively across finance, audit, and external expert teams.
Skills & Competencies Excellent analytical and problem-solving skills.

High level of written communication skills, with ability to produce clear and concise reports.
