Technical Head Of Delivery

Overview

We are seeking a highly skilled Technical Delivery Manager to oversee governance, financial management, and delivery execution for our enterprise transformation initiatives. This role requires strong program governance expertise, budget ownership, and delivery leadership to ensure projects are aligned with business strategy, compliant with governance frameworks, and deliver measurable value. The ideal candidate will combine technical program management experience with financial and stakeholder management capabilities.

Key Responsibilities

Program Governance & Oversight

• Establish and manage program governance structures (steering committees, working groups, reporting frameworks).
• Ensure visibility, accountability, and traceability across all program workstreams.
• Define and track KPIs, OKRs, and delivery metrics, ensuring progress is aligned to transformation goals.
• Implement and enforce risk management frameworks, issue escalation processes, and compliance adherence.

Budgeting & Financial Management

• Own program budgets, including forecasting, tracking, and variance analysis.
• Ensure resources are optimized for value delivery and budget adherence.
• Partner with finance teams to align spend with approved business cases and ROI expectations.
• Support funding requests and provide cost-benefit analyses for strategic initiatives.

Delivery Leadership

• Lead cross-functional delivery teams, ensuring scope, schedule, and cost baselines are achieved.
• Drive adoption of Agile or hybrid delivery frameworks, balancing speed with governance needs.
• Oversee dependencies across technology, data, compliance, and business units.
• Champion continuous improvement in delivery practices and governance reporting.

Stakeholder & Executive Engagement

• Act as primary liaison to executive sponsors and steering committees.
• Provide structured updates on program status, risks, and financials.
• Align program outcomes with strategic priorities and ensure stakeholder expectations are met.
• Drive consensus across diverse stakeholders to enable timely decision-making.

Required Skills & Experience

Core Competencies

• Proven experience managing large-scale technology or digital transformation programs.
• Deep expertise in program governance frameworks, portfolio management, and executive reporting.
• Strong background in budget ownership, financial forecasting, and cost optimization.
• Knowledge of BPM, AI/ML, or enterprise IT transformation programs (preferred).

Technical & Delivery Skills

• Solid understanding of Agile, SAFe, PRINCE2, or PMP delivery methodologies.
• Familiarity with program management tools (e.g., Jira, MS Project, Clarity, Planview, Confluence).
• Awareness of regulatory, risk, and compliance frameworks relevant to technology delivery.
• Good to have knowledge in BPM, BAW, SOA, Java, Spring Boot, REST/SOAP, JSP, Angular, Kafka, JMeter, LLD/HLD Design.
• Good to have experience in Banking domain
• Possesses knowledge of different software systems, client/server architectures and various compatibility requirements.
• Good to have experience in mentoring 15+ engineers, fostering technical growth and enabling team productivity during high-pressure sprints.
• Ability to identify strengths and weaknesses of team members and suitably make changes if required
• Resource management skills and ability to handle complex / sensitive issues
• Identify resource and equipment requirements, efficient capacity planning and manage software and hardware availability

Leadership & Communication

• Excellent ability to influence and manage senior stakeholders (CxO level).
• Exceptional communication and presentation skills for structured reporting.
• Ability to lead cross-functional teams, manage conflict, and drive accountability.

Desirable Qualifications

• Certifications: PMP, PgMP, PRINCE2 Practitioner, SAFe Program Consultant (SPC), or ITIL.
• Experience with value realization tracking for large-scale programs.
• Exposure to Responsible AI governance and ethical technology adoption (a plus).
