The project:

The role is within the chief infrastructure office of a semi-state organisation in Ireland. We are looking for an Offshore Contracts Manager to be responsible for managing all contractual administration and reporting of our Offshore Phase 2 High Voltage Equipment and Marine Surveys Packages. The proposed HV equipment Pre-Qualification is due to commence in May 2025 which will be followed by tender preparation exercise immediately and marine survey works are due to commence in July 2025 and will primarily involve Geophysical, Environmental and Metocean surveys along ourproposed subsea cable routes.

Offshore Contract Manager will collaborate with various internal and external stakeholders to ensure the successful execution of commercial agreements and contracts.

  • To be considered, you must be a Contracts Manager with experience of successfully leading the effective administration of High Voltage and Marine survey contracts. Proven experience of FIDIC form of contract is essential and LOGIC form of contract is desirable. Experience in having undertaken this role in Ireland is also desirable. Occasional visits to site
  • You will prepare contract documents, warranties, bonds and licenses to achieve formal execution by appropriate parties.
  • You will prepare costing associated with design changes, contract awards, construction activities and client charges, and present these to clients.
  • Use your technical and industry expertise to process connection applications and prepare and issue connection offers to parties seeking to connect to the transmission system and to the Distribution System Operator for generators seeking to connect to the distribution system incorporating key elements of technically focused reports into standard connection contract templates.
  • Provide a professional, quality and consistent contract service to customers connecting to and using the transmission system. This includes a significant portfolio of complex, high profile and diverse customers and connection projects – working with some of the largest companies in the world.
  • Manage high volume of complex contracts for transmission connected generators/demand customers, using in-house systems.
  • Monitor contractual compliance to ensure client and its customers meet their contractual obligations.
  • Build strong working relationships with internal and external stakeholders to ensure delivery against objectives.
  • Collaborate effectively to continuously improve contracts so they remain it for purpose and related work procedures, so they remain effective and efficient performance to ensure delivery of contractual obligations in accordance with the regulatory framework and with an appropriate level of corporate governance.
  • Act as the main point of contact with customers on contract related issues and deliver the highest standard of customer service to customers and stakeholders at all times.
  • Liaise with other teams to ensure that the customers' requirements are understood.
  • Coordinate and host meetings between customers and client.
  • Work with other team members to ensure that all key performance indicators for the delivery of connection offers are met.
  • Support the team leads in identifying and managing risks to client arising out of the offer process and/ or contract management activities.
  • Attend and present to the relevant boards with client managers and directors from time to time as required.
  • Train and support other team members as required.

You'll need to have:

  • Relevant degree or equivalent qualification, typically with 10+ years relevant experience.
  • Contract management experience throughout the life cycle of large offshore wind project, including contract change management and contract claim management.
  • Extensive knowledge and proven experience of managing contracts for Offshore Wind Electrical projects (Offshore & Onshore High Voltage Equipment and Export Cables - FEED & EPCI).
  • Experience managing ITT processes for contracts in offshore wind sector (Supply,T&I, EPCI, TSA, SMA)
  • Knowledge of utilities and/or experience of public sector tendering.
  • Knowledge of Supply Chain Contract management fundamentals, best practices, and industry trends.
  • Knowledge of procurement and contract management tools, platforms and processes.
  • Understanding of the financial analysis and reporting of project budgets.
  • Develop and define tender package contract strategy in liaison with key business functions to ensure organisation requirements are fully met.
  • Communicate on supply chain developments and provide regular market intelligence updates highlighting any risks on our critical business path as early as possible.
  • Support in development of PQQ, tenders, evaluation criteria, scope of work etc and evaluation of proposals for FEED and EPCI packages.
  • Manage commercial, and contractual matters, in close collaboration with procurement and legal departments.
  • Pro-active contracts management and claim negotiations including resolution of issues/disputes of Contracts.
  • Strong negotiation and conflict management skills.
  • Build, maintain and manage close relationships with internal stakeholders.
  • Strong attention to detail and ability to manage multiple projects simultaneously.
  • Extensive record keeping to lead on the assessment of contract variations in line with contractual provisions.
  • Reviewing Supplier's contract submittals and arranging responses to same within contractual timescales
  • Ensure contract compliance throughout the duration of the contract, including monitoring deliverables, managing variations and claims and resolving disputes
  • Data analysis and reporting – collecting and collating data for forecasting and planning purposes plus record-keeping purposes
  • Management of and communication of contract status to key stakeholders including executive team members
  • Monitoring of contracted Scope of Works and reporting variances to same
  • Ability to work in a fast-paced environment, manage multiple priorities and meet deadlines
  • Ongoing tender administration and purchase requisition/purchase order governance.
  • Support procurement activities on current frameworks to ensure immediate requirements are met in a timely manner.
  • Prepare and manage procurement timelines and plans for the whole duration of project.

You'll also have:

  • Knowledge of Marine Operations and Marine Survey
  • Robust understanding and proven experience of using FIDIC yellow and silver forms of contracts (essential) and LOGIC
  • Professional membership or working towards i.e. MRICS/RICS, or equivalent demonstrable professional or personal development.
  • Developed commercial and financial acumen.
  • Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
