As a member of the Independence Evaluation Committee (IEC), you will undertake to evaluate project applications submitted under RDP LEADER 2023-2027 and to make recommendations to the LAG on the eligibility and suitability of projects for funding. The IEC will be made up of experienced, qualified people who can contribute various expertise and perspectives from different sectors in conducting the assessment, evaluation, and scoring of applications to the Programme. The membership will also be comprised of representatives from across the Dublin Rural LEADER operational area and gender balanced.

A comprehensive induction process led by the Implementing Partner (FLP), including terms of reference, strategic context of the LDS, governance, risk, roles, responsibilities, and code of conduct, will take place for all evaluation committee members on an annual basis. This is to ensure continuous learning and refreshing of knowledge and skills across key areas for evaluation committee members.

Applicants are advised to read the Application document in conjunction with the Terms of Reference for the IEC committee and the LEADER Local Development Strategy for Rural Dublin 2023 – 2027 (summary document).

Dublin Rural LEADER is seeking committee members from the following sectors:

  • Environment
  • Farming / Food production

Applicants are sought from across the Dublin Rural LEADER operational area, including rural Fingal, Dún Loaghaire-Rathdown, and South Dublin.

IEC member key responsibilities:

  • Understand the purpose of the LEADER programme.
  • Be familiar with the LEADER Local Development Strategy for Rural Dublin 2023 – 2027.
  • Undertake training relevant to the IEC role.
  • Read and understand the project application materials in advance of meetings.
  • Provide guidance in your area of expertise as it relates to individual applications.
  • Prepare for, attend, and conscientiously participate in IEC meetings.
  • Serve as an active advocate and ambassador for the Dublin Rural LEADER Programme.
  • Respect all who bring their voice and experience to the committee.
  • Uphold the legal duties and laws regarding nonprofit governance.
  • Sign an annual conflict-of-interest disclosure and update it during the year if necessary.
  • Disclose potential conflicts before meetings and actual conflicts during meetings.
  • Maintain confidentiality about all internal matters of the organization.

Qualifications for Service:

  • Qualifications and/or experience in environment or farming/food production.
  • Interest in and willingness to support Dublin Rural LEADER goals and objectives.
  • Initiative.

  • Analytical ability.
  • Sensitivity and awareness.
  • Sound decision-making ability.
  • Collaborative.
  • Ability to easily use email and other technology (e.g., Zoom, Teams).
  • Commitment to open and honest communication.
