Overview

The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn. The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Role purpose

This is a new role to reflect the growing Asset Management function within a rapidly expanding organization. Reporting to the Cost Rental Operations Lead, the role involves a broad range of revenue management and reporting responsibilities. The role provides the successful candidate with an opportunity to join a growing team in a dynamic environment with scope for development as the organisation evolves.

Key Responsibilities
  • Manage and report on residential income from Cost Rental portfolio.
  • Assist in the preparation of annual budgets for the Cost Rental portfolio and asset management department.
  • Analyse monthly financial and data reports prepared by third party Agents. Collate into overall portfolio performance report.
  • Monitor KPIs including occupancy, lease-up, voids, arrears and operating expenses.
  • Variance analysis v budget.
  • Benchmark performance across the portfolio to identify anomalies.
  • Oversee and report on rent review cycle and process in line with legislation.
  • Prepare periodic rental income reforecasts as required by LDA Finance and Investment Teams.
  • Prepare and implement control systems to ensure leasing compliance.
  • Provide supporting data and narrative for LDA audit and risk management as required.
  • Prepare Executive Management Team reports on a monthly basis including narrative as required.
  • Preparing weekly/monthly reports for internal meetings and project reviews as required.
  • Support and collaborate with other members of the wider Asset Management reporting team and LDA Finance Team.
  • Identify and define the requirements for a revenue management and reporting system for the Cost Rental Portfolio. Work in partnership with the Cost Rental Operations Lead to implement and embed the identified system.
  • Identify efficiencies in department processes and implement same.
  • Build and manage relationships with internal and external stakeholders.
  • Other duties as may be required based on the evolving operational requirements of the LDA.
Person Specification
  • Minimum 8 years' experience in revenue and management accounting within the residential rental sector.
  • Experience in scoping and implementing property related IT systems in a rental portfolio environment.
  • Experience in rollout of new IT systems and associated change management.
  • Knowledge of regulatory environment in relation to Cost Rental housing.
  • Knowledge and/or experience of public procurement would be an advantage.
  • Solutions and results focused.
  • Excellent attention to detail and proficiency in Microsoft Excel.
  • Excellent communication skills – written and verbal in both day-to-day work as well as formal briefings. Ability to work well within a team environment.
