Overview HR Manager – People & Organisational Development roles at Research Ireland. Taighde Eireann - Research Ireland is the national research and innovation funding agency, established on 1 August 2024; it amalgamates the activities of the Irish Research Council and Science Foundation Ireland. Research Ireland funds excellence across disciplines and is expanding its People & Organisation Development focus.
Role HR Manager - People & Organisational Development will support the delivery of strategic and operational HR initiatives focused on talent management, leadership capability, learning and development, workforce planning, and organisational effectiveness. The role works alongside the existing HR Manager (Operations) and will provide senior-level support to the Head of HR & OD. It will assume responsibility for IR/ER/Payroll upon retirement of the current postholder.
Responsibilities Support the development and implementation of the organisation's people strategy and OD priorities.
Facilitate change management initiatives and ensure adoption across teams.
Promote a values-driven culture and embed diversity, equity and inclusion in all people practices.
Develop and implement initiatives in talent management, succession planning, and leadership development.
Monitor employee engagement metrics and lead action plans to improve engagement.
Partner with managers to address performance challenges and develop individual improvement plans.
Design and deliver learning and development frameworks aligned to organisational goals.
Build manager capability through targeted development programmes.
Support workforce planning to ensure future capability and capacity.
Support organisational design and change management initiatives.
Work with the HR Manager (IR/ER/Payroll) to ensure seamless HR service delivery.
Project manage HR & OD initiatives and delivery.
Shadow and support IR/ER/Payroll functions in preparation for future transition.
Contribute to a collaborative and high-performing HR team culture.
Ensure compliance with employment legislation and public sector requirements.
Use HR data and analytics to inform decision-making and measure programme impact.
Prepare reports and insights for senior leadership and government bodies.
Person Specification Essential
Degree in HR, Business or related area.
3–5 years in a HR / Org Development role with responsibility for strategic delivery.
Excellent communication and stakeholder engagement skills.
Experience in leading HR projects and managing change.
Strong analytical skills and experience using HR data to drive decisions.
Ability to work collaboratively and influence across all levels of the organisation.
Proficient in HR systems, learning management platforms and data analytics tools.
Desirable
Experience in public sector or research-focused environments.
Familiarity with IR/ER and payroll processes.
CIPD membership or equivalent professional qualification.

Salary and Benefits The starting salary for this post will be €81,475 per annum for new entrants to the Public Sector, with progression up to €106,220 per annum. Benefits include a pension scheme, blended working policy, life insurance, 29 days annual leave, and learning and development opportunities.
