Waterford Intellectual Disability Association are currently recruiting for a Part Time Human Resources Manager. Who We Are: WIDA is a community based voluntary provider of services for adults and children with an intellectual disability and/or autism in Waterford City and County. WIDA is registered charity, with a voluntary Board of Directors, and is fully funded by the Health Service Executive. Education/Training: Minimum Minimum Hons Degree in Human Resources (HR) or related field. Minimum 5 years years' experience in a senior Human Resources role. Experience of working in a regulated healthcare environment essential preferably in the disability sector (Section 38/39 Agency)Experience of full recruitment and selection cycle in a regulated environment. Experience of employee and industrial relations. Experience of human resources operations in a unionised environment Be skilled and proficient in office administration and IT systems. Preferred Masters or postgraduate qualifications in relevant field/s. Experience in submission and representation in WRC, Labour Court, mediation etc. Experience in workplace investigation and dispute resolution. Knowledge of workplace safety regulation. Training qualification. Duties and Responsibilities of the Position: Manage and deliver the Human Resources Management (HRM) Function,assuming responsibility and accountability for the delivery of all HR services across all services. Provide support and strategic advice to the Director of Services. Provide HRM data metrics and analytics to provide full transparency to support budgetary and operational objectives. Work to implement the strategic HRM objectives of the company. Act as a business partner to support the Executive Management Team (EMT) and operational management in all areas of operational HR. Actively participate in and promote the management of positive change within the organisation, driving a culture of empowerment and accountability and supporting the Executive Management Team (EMT) to effect and implement strategies for change. Ensure that the company remains compliant with all legislative and regulatory obligations and requirements. Ensure departmental and organisational compliance with data protection and GDPR requirements. Maintain data integrity and ensure all systems are compliant with data security requirements. Manage Time and Attendance system and develop to available functionality. Monitor and provide support to employee wellbeing. Ensure the effectiveness of the Employee Assistance Program (EAP) and review as appropriate. Manage compliance with working time directives. Drive performance management initiatives and maintain a culture of continuous improvement. Develop, monitor and report on key performance indicators in consultation with the Executive Management Team. Manage Recruitment and Selection process for all staff categories. Ensuring compliance with all legislative and regulatory requirements. Review recruitment and selection processes, including document templates and job descriptions in order to develop and manage recruitment and selection process. Develop and implement a talent management strategy, including employee development, talent management, workforce planning, training and development, and succession planning. Manage and support staff in their development within their roles including continuing professional development. Manage probationary and contract extension process and procedure. Create, review, and update H.R. policies and procedures as required. Maintenance of HR information systems and HR documentation system in line with legislative and regulatory changes and the company quality management system Implementation of H.R. policies and procedures. Effective management and administration of employee relations / disciplinary /grievance / workplace investigation processes. Provide and act on reports in line with legislation/company requirements. Manage and administer HR responsibility for safeguarding and trust in care procedures. Perform regular reviews of line management training and the role of managers in monitoring and developing staff. Provide oversight and reports on training metrics. On behalf of the company, coordinate engagement with other agencies in relation to HRM matters. Liaise with relevant Trade Unions, FEDVOL, and other appropriate bodies on matters which impact on the organisation. The above is not an exhaustive list of duties and responsibilities. The post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post when in office. Be familiar with new developments in the field of Intellectual disabilities/HIQA standards and any other relevant guidelines and policies pertaining to the role. Possess excellent people skills, be flexible and have experience with rapid and complex changing work environments. Provide effective leadership in the management and development of staff. The post holder will provide leadership and expertise in the area of recruitment, performance management, succession planning, strategic resourcing and culture change. Promote a culture of open disclosure and operate an open door HR and management culture. Possess excellent communication and negotiation skill and be proficient in finding positive solutions to complex challenges. Be flexible in their approach to service delivery and should have the ability to contribute positively towards the on-going development of effective teamwork Balance the need for confidentiality and strict adherence to data protection law with the requirement to be transparent and accessible in execution of key tasks. Be willing to undertake continuous professional development. Undertake relevant training courses (in house & external) as may be required to develop the necessary skills to meet service users/organisational needs.
