Duties and Responsibilities Project Management: Lead and manage SPSV-related projects from initiation to completion Monitor project budgets, timelines, and deliverables Conduct risk assessments and implement mitigation strategies Provide regular performance and progress reports to senior management and connected parties Process & Quality Management: Develop, maintain and continuously improve SPSV processes Oversee the management and development of SPSV related documentation including Standard Operating Procedures, templates, forms, and guides Develop clear and realistic objectives and monitor work in progress against targets Take accountability for delivering work produced within functional area Actively identify areas of improvement and implement same Contract Management e.g., oversight of service delivery: Managing of external services providers Daily, weekly, monthly communications and reporting Issues and escalations Monitor KPIs, service quality, and compliance with contractual obligations Quality audits (desk based and offsite) Budgeting Management of procurement process Senior Subject Matter Expert for SPSV licensing processes: Processing of applications, complaints, appeals, queries, etc., as required, and in accordance with prescribed SOPs Report management and analysis Acting as the daily escalation point for queries and complex cases Fulfilling reporting requirements on both a scheduled and ad-hoc basis Stakeholder management e.g., acting as an effective link between senior management in the NTA, cross functional liaison, as well as external organisations such as the Department of Transport and An Garda Sochna Overseeing all projects within SME area Represent the NTA in court alongside the NTA SPSV Compliance Team relating to SPSV Licensing prosecutions Stakeholder & Public Engagement: Preparation of responses to queries from public representatives, government departments, the industry, media, and Parliamentary Questions within required timeframes Responding to Freedom of Information, Data Protection, subject access and other requests Organisation, attendance and chairing meetings with external and internal stakeholders Representing NTA in other forums when required Management Managing direct reports, including training, development and performance reviews Please note this role will include offsite travel. Note:The functions and responsibilities initially assigned to the position are based on the current organisational requirements and may be changed from time to time. The person appointed requires the flexibility to fulfil other roles and responsibilities at a similar level within the NTA. Essential Criteria Please note: In order to satisfy the shortlisting panel that you meet these criteria you must explicitly reference how you meet same in your application. Each candidate must meet the following requirements at the time of the competition closing: Hold a minimum of an NFQ level 7 qualification, being information technology, business, law, economics or similar; Have at least 5 years recent satisfactory relevant experience in a relevant field with 2 years experience managing people or projects, including experience in the following areas: Analysing data and preparing reports for management; Developing, documenting and maintaining relevant process and information documents; Complaint handling to include preliminary review, collation of additional information, investigation and conclusion within prescribed timeframe; Demonstrate strong analytical and problem-solving skills that support informed decision making; Demonstrate an ability to organise and manage a range of work activities while delivering results successfully and in a timely manner; Have excellent written and verbal communication and interpersonal skills; Be able to work at a detailed level whilst being able to extract ideas for communication to senior management; and Be skilled in the use of MS office applications Excel, PowerPoint, Outlook, and Publisher. Desirable Criteria Please note: Should further shortlisting be required after essential criteria above, a selection of the following may be assessed. The ideal candidate will also: Have experience managing external providers and contractors to ensure service delivery; Demonstrate an ability to monitor performance of IT systems with a view to identifying issues and potential improvements and assist with user acceptance testing; Demonstrated experience in stakeholder engagement and cross-functional collaboration; Have experience of working within a regulatory/licensing/compliance function or similar; Have an ability to interpret and apply legislation through process development; Have experience in processes relating to Parliamentary Queries, Freedom of Information and Data Protection; Have experience in public transport policy and transport regulation in Ireland; and Have experience in public sector procurement policies and practice.
