Inland Fisheries Ireland (IFI) is the state agency responsible for the protection, management, and conservation of Ireland's inland fisheries and sea angling resources.

IFI now has an exciting opportunity for an enthusiastic and competent applicant to step into a Procurement and Purchasing Officer role.
The ideal candidate will demonstrate outstanding problem-solving and communication skills and will display a keen interest in developing a career in procurement/purchasing.
The Procurement and Purchasing Officer's role consists of managing and executing a procurement strategy that delivers best value for money while aligning with IFI's sustainability goals.
The successful candidate will be expected to champion best practice and compliance, ensuring adherence to legislation and internal policies, and pioneer best-in-class procurement methodologies within IFI.
The role will include developing and maintaining procurement best practices across the organisation, fostering a culture of continuous improvement and innovation.
Responsibilities will include supervising staff and maintaining positive and sustainable supplier relationships that drive long-term success.

Values We work collaboratively with professionalism.We are open, transparent, and accountable.We act with respect and integrity.We are committed to stewardship and sustainability.KEY RESPONSIBILITIES Responsibility for the coordination of procurement activities for IFI while ensuring that corporate and Public Procurement Guidelines for Goods, Services, and Works are adhered to.Ensure compliance with public procurement rules and the Code of Practice for the Governance of State Bodies.Co-ordinate and support staff in preparing Request for Tender documents and the evaluation of tenders.Ensure the ETenders platform is maintained with regard to all IFI tenders and the full suite of documentation is maintained for each tender process.Provide expert guidance, advice, and direction to IFI staff in relation to IFI's procurement, including the preparation and execution of procurement activities in line with Procurement Policy and current regulation/legislation.Be responsible for Procurement Governance and adherence to Public Procurement Guidelines.Ensure provision of prompt and accurate advice to the business on procurement-related compliance matters and developing in-house best practice procurement procedures and practices.Ensure that procurement training is rolled out to staff as required and considered necessary.Work on own initiative and as part of a team to pursue continuous improvements and best practice in procurement.Consult with the Office of Government Procurement (OGP) to ensure utilisation of all large central procurements.Responsible for the updating of IFI's multi-annual Corporate Procurement Plan, ensuring regular review and reporting to senior management.Responsible for updating IFI's Procurement Policy, ensuring all updated regulations/legislation are included therein.Ensure the Contracts Register is maintained and contract durations, including extensions and overall spend, are monitored.Develop and lead all aspects of IFI's Green Procurement requirements in line with achieving Government CO2 Emission reduction targets.Assist with the development and implementation of value for money reviews.Consult with external (Comptroller & Auditor General) and internal auditors on procurement matters.Any other duties relevant to the role and grade which may be assigned by management.Please note the above duties are not exhaustive, and the successful candidate will be required to perform additional tasks as reasonably requested.
KEY EXPERIENCE & QUALIFICATIONS The ideal candidate will have the following:
Essential A relevant primary Degree or equivalent (NFQ Level 7).Full driving licence valid in the state.
Must be willing to travel nationally as required.A minimum of three years' experience of working in a procurement role or related area.People management and supervisory skills.A commitment to further personal and professional development (this developmental opportunity will require the successful candidate to undertake further education up to degree/H.Dip level).Experience of developing and implementing procurement policies and procedures.A good working knowledge of the platform.A good knowledge of public service organisations and the governance and regulatory framework within which they operate.Detailed experience of managing the full end-to-end tender process from specification to contract award.A proven initiative-taking approach to achieving results.Strong analytical, problem-solving, and interpretive skills with an ability to use sound judgement when making decisions.Excellent written and oral communication skills and ability to represent IFI in a public forum.A capacity to build positive working relationships with colleagues and external stakeholders; to work in multi-disciplinary teams and to network effectively.Strong commercial negotiation skills.Desirable A proven proactive approach to achieving results.An in-depth understanding of the purchasing requirements for the public sector.A thorough knowledge of Public Sector procurement guidelines and regulations with a commitment to the exacting standards of public service.Good numeracy skills, strong attention to detail, and commitment to quality.Proficient working knowledge of Microsoft Office suites.Be an effective communicator, with the ability to consult at all levels of the organization.The incumbent is expected to demonstrate IFI's values in the delivery of their work.

LOCATION
This role will be based at IFI's head office Citywest Dublin or RBD main Office.
REMUNERATION The salary scale for the position is at the level of Higher Executive Officer as applies in Inland Fisheries Ireland, it is a 9-point scale including 2 long service increments (LSI's):
Point 1 €56,058.57; Point 2 €57,718.03; Point 3 €59,385.04; Point 4 €61,045.98; Point 5 €62,715.41; Point 6 €64,383.64; Point 7 €66,049.43; Point 8 (LSI 1) €68,457.74; Point 9 (LSI 2) €70, IFI HEO Grade PayScale as of 01/10/2024) Candidates should note that salary will not be subject to negotiation and the rate of remuneration may be adjusted from time to time in line with Government pay policy.
New entrants to the public sector will start on point 1 subject to Haddington Road Agreement and subsequent Government Agreements. TENURE This post is offered on a permanent contract basis.
