Position Summary
The CNM 2 for Major Emergency Planning at Beaumont Hospital will play a pivotal role in ensuring the hospital's preparedness and effective response to major incidents, mass casualty events and internal incidents.
This role involves coordinating the development, implementation and evaluation of the hospital's Major Emergency Plan and Internal Incident Plan and is aligned with national guidelines, hospital policies and statutory requirements.
The CNM will work closely with multidisciplinary teams, emergency services and external agencies to ensure seamless integration of clinical operational and logistical responses during emergency situations.
The CNM will oversee staff training needs, simulation exercises and continuous improvement initiatives to maintain a high level of readiness.
Responsibilities
Provide robust clinical leadership to all staff involved in an emergency situation and ensure the Major Emergency Plan and Internal Incident Plan are implemented and evaluated for effectiveness.
Establish excellent communication and build effective working relationships with all hospital departments to support preparedness.
Work with the Major Emergency and Business Continuity Manager to prioritise initiatives within the service.
Conduct post-incident reviews and evaluations to ensure continuous improvement.
Act as a role model and support real-time decision making during incidents, ensuring patient and staff safety.
Collaborate with the health and safety department to support compliance with national standards and statutory requirements.
Maintain reports and support the development of quality improvement plans and local KPIs for the service.
Professional Development
Assess and identify training and development needs for all staff within Beaumont Hospital and set objectives for learning.
Contribute to the development of training programmes and participate in exercises (tabletop, simulation) and IT modules.
Participate in in-service education and represent Beaumont Hospital at local and national levels as required.
Apply research findings and participate in research as appropriate to support improvements within the service.
Attend training as required and ensure evidence-based practice and guidelines are maintained.
Standards and Quality
Safeguard the welfare and safety of patients and staff by establishing and enforcing clinical standards with action plans for all departments.
Ensure hospital policies and procedures are understood by all staff.
Monitor and evaluate outcomes post-emergency events and maintain audit and improvement records.
Participate in Joint Commission International (JCI) pathways and support initiatives to achieve JCI accreditation.
Report to the Major Emergency Steering Group and assist management in addressing issues as required.
Resource Management
Participates in budget planning and management of departmental and non-departmental resources.
Seek resource efficiency and value-for-money initiatives contributing to hospital budgets and financial challenges.
Oversee allocation and management of resources, equipment and supplies to ensure preparedness for emergencies.
Qualifications
Selection Criteria:
The qualifications, skills, knowledge and experience required to discharge the post's responsibilities.

Mandatory:
Registered in the relevant division of the Nursing and Midwifery Board of Ireland or entitled to be so registered.
At least 5 years post-registration experience, of which 2 years must be in the specialty or related area.
Evidence of continuous professional development.
Desirable:
Recognised management qualification or willingness to undertake if successful at interview; Postgraduate qualification in Emergency Nursing.
