Respond is a leading Approved Housing Body and service provider. We own and/or manage over 7700 homes across the country and employ over 350 staff. The Housing Department consists of three service areas, Tenancy Management, Asset Management, and the newly created Estate Services. A Head of Service leads each Service area, reporting to the Director of Housing.

The Housing Teams are going through an exciting and empowering organisational transformation programme, where local teams are encouraged to understand the communities in which they work and to develop tailored services that meet the needs of the individual, family and community alike.

The Head of Estate Services is a new position, created in response to our ambitious growth plans, and our commitment to our current and future tenants to provide high quality homes, services and estates to meet the changing needs of our communities. As a completely new service area, there is a great opportunity for an experienced, talented and creative Estate/ Property Service specialist to make a real difference in people's lives.

Location: Flexible (incl. Hybrid working)

Reporting to: Head of Tenant Experience

Terms: Permanent Contract - 39 hours per week

Salary Range: €85K - €90K (Depending on Experience)

Job Purpose:

To design and deliver high-quality services across our estates, which meet the needs of our diverse communities, and help us realise our vision of creating great places to live, and thriving communities.

Service areas include grounds maintenance, cleaning, caretaking, security, estate management of high-density estates, OMC engagement and cost rental housing.

Responsibilities

1. Leadership

  • Primary role as a member of the Senior Housing Leadership Team (SHLT),
  • Provide leadership and support using a coaching methodology maximising the team's potential and establishing a culture of continuous learning & professional development.

2. Estate Services

  • To develop/ deliver high-quality, cost-effective estate services ensuring environments are safe, support vibrant communities; creating places where people would choose to live.
  • To regularly engage with tenants and other stakeholders in the design, delivery, and monitoring of services, developing approaches that enable communities to have a sense of ownership in their estate environment, and are empowered to make positive changes.
  • Focus on ensuring that our estates positively contribute in tackling climate change encouraging biodiversity, low impact designs and sustainable materials wherever possible

3. Service Quality

  • Ensure consistently high standards from external service providers through establishing effective quality standards.
  • Ensure in-house capacity and capability in managing the various contracts effectively.
  • Ensure value for money in the design and delivery of internal and external services

4. Owner Management Companies

  • Ensure effective oversight of any relevant OMCs performance and financial health
  • Work closely with colleagues across departments to ensure Respond meets its legal and regulatory requirements and achieves the best outcomes for tenants and Respond alike.

5. Cost Rental Housing

  • Ensure high-quality services that deliver timely allocations and positive tenant experience
  • Ensure that our cost rental offer continues to evolve and adapt so that Respond remains a landlord of choice
  • Ensure services across mixed tenure estates are consistently high and tenure neutral.

6. Value for Money & Financial Management

  • Develop, monitor and review annual and longer-term estate budgets across all key areas, working closely with the Director of Housing and Heads of Service and Finance.
  • Ensure a commercial approach to the delivery of services, reviewing the adopted delivery models as necessary to secure increased value for money for our tenants.
  • Recognise business opportunities developing strong and clear business cases to realise them

7. Collaboration

  • Adopt a collaborative approach in all aspects of your work, working closely with tenants, service users, contractors, colleagues and stakeholders such as AHB and PRS sector

Essential Criteria

Qualifications

3rd level qualification in Property/ Facilities Management/ Asset Management or other relevant qualification (PSRA licence / Membership of relevant professional organisation preferred)

Experience

  • Minimum of 8 years relevant management experience post-qualification experience
  • Experience in delivering estate services across a diverse range of developments
  • Experience of engaging with OMCs and managing agents
  • Contract and performance management of external suppliers
  • Budget development, management and control
  • Engaging with a diverse range of customers and stakeholders
  • Service transformation/ change management
