Who we are?
International Media Support (IMS) is a non-profit organisation working to support free and professional media in countries experiencing armed conflict, human insecurity, political transition, and authoritarian rule. In more than 40 countries across four continents, IMS works to promote and strengthen professional journalism, safety for media workers and press freedom. IMS' approach has since the outset strived for locally owned initiatives that are implemented in collaboration with local, regional, and international partners.

Department
The Programme Development & Partnership (PDP) Adviser is based in IMS's cross-cutting Gender, Organisational Learning and Development (GOLD) team, working closely with management, cross-cutting expert advisers and programme teams. The GOLD unit is responsible for cross-institutional advice, development and roll-out of programme cycle management tools and resources, monitoring and evaluation, learning, knowledge management, furthering diversity, inclusion, and equity in implementation, and IMS's approach to working in trust-based partnerships. In addition, GOLD coordinates IMS' strategic partnerships with key donors (Sida, Danida and Norway).

Job summary
As the Programme Development and Partnership Adviser, you will be responsible for - and play a critical role in - facilitating that IMS's programmes relies on and makes use of a systematic approach to programme cycle management and together with programme departments ensure the further development and consolidation of IMS' trust - based approach to partnerships and local leadership.

Key functions and key responsibilities

Overall responsible for facilitating programme staff's access to tools and resources for programme management and partnerships.

  • Responsible for coordination and updating of IMS' institution-wide approach to Programme Cycle Management (PCM) (including related tools, guidance, and minimum standards in line with IMS's strategies, partners' needs, sector standards, and donor requirements)
  • Responsible for maintaining, further rolling out, and developing IMS's online tools and resources covering all parts of the programme management cycle (PCM Guide) ensuring that expertise from across IMS and partners are consulted in the development of the different tools and guides.
  • Responsible for coordinating and providing regular PCM training offers to new and long-term staff, and selected departments or programme teams - including facilitation of expert knowledge from technical advisers, best practices and knowledge sharing across the organisation.
  • Support the quality assurance of programmes on questions related to programme cycle management, and approaches to issues related to how IMS works with development, programming, organisational capacity, and partnerships.
  • Facilitate and coordinate the further development and implementation of IMS' trust-based approach to partnerships in close collaboration with programme teams and crosscutting units and Departments
  • Facilitate IMS' cross-organisational work and further development of approach to local leadership and localisation
  • Be the institutional focal point for key cross cutting processes or questions related to how we do programming (i.e. Core Humanitarian Standard (CHS), HDP Nexus and other)
  • When relevant, take part in external working groups and fora for information sharing on how we do programming

Qualifications

Professional skills:

  • Relevant educational background in social, political sciences, or equivalent fields.
  • At least 8 years of experience working with rights-based approaches in development and/or humanitarian contexts with programme and/or project cycle management and/or partnerships
  • Experience from working with programme cycle and grants management in an equivalent organisation and/or international NGO
  • Solid experience working in partnerships based on trust, dialogue and mutual accountability. Familiarity with the local leadership/localisation agenda and/or decolonisation of aid agendas is considered an asset.
  • Proven ability to facilitate, coordinate and manage complex groups of stakeholders ensuring inclusive processes, consensus building and buy-in to shared vision and process.
  • Solid communication skills and experience in facilitation, capacity development, training and/or adult learning methodologies. Educational background or experience as a process consultant or equivalent is considered an asset.

  • Diplomatic, pragmatic, organised, and good at meeting deadlines.
  • Solutions oriented and persistent in meeting targets.
  • Ability to work independently as well as in a team

Duration and location
Starting time: No later than 15th of August 2024
Place of employment: Flexible. (GOLD is placed at IMS' HQ in Copenhagen. The selected candidate would need to be present in Copenhagen for onboarding during the first time of employment. After that opportunities for working out of candidates' country of residence will be available).

Organisation
You will report to the Head of the GOLD unit, and work closely with IMS's Programme Teams, Cross-cutting expert adviser Hubs, Controllers as well as Communications and Fundraising Teams.

International Media Support (IMS) is a non-profit organisation working to support local media in countries affected by armed conflict, authoritarian rule and political transition. Across four continents, IMS helps to promote press freedom, strengthen professional journalism and ensure that media can operate in challenging circumstances.

IMS was established in 2001 in the wake of the tragic events in Rwanda and the former Yugoslavia where these and other conflicts saw media being manipulated and used as a tool to fuel violent conflict. IMS was set up in response to this trend with the aim to help local media working in conflict-affected areas to remain operative and professional.

We support the production and distribution of media content that meets internationally recognised ethical standards and work to ensure safe media environments with sound laws for journalists. We do this because citizens and leaders need information they can trust to make decisions that develop their societies in a peaceful and democratic way.

The organisation is headed by Jesper Højberg Executive Director of IMS. Our headquarters are based in Copenhagen with field offices currently in Ethiopia, Tunisia, Kenya/Somalia, Thailand/Myanmar, Niger and Pakistan.
