About Coimisiún na Meán

Coimisiún na Meán has been established further to the provisions of the Online Safety and Media Regulation Act 2022 ("OSMR Act 2022"). The OSMR Act 2022 was enacted on 10 December 2022. The OSMR Act 2022 amended the Broadcasting Act 2009 to establish Coimisiún na Meán and dissolve the Broadcasting Authority of Ireland ("BAI").

In addition to undertaking the functions of the BAI as the regulator for broadcasting in Ireland, Coimisiún na Meán is to establish a regulatory framework for online safety, update the regulation of television broadcasting and audiovisual on-demand services, and transpose the revised Audiovisual Media Services Directive into Irish law.

Role Mission

The Programme Management Office Manager (HEO) is a middle management position within Coimisiún na Meán and is responsible for contributing to the effective oversight and management of a wide and varied work programme spanning all areas of the organisation. The Programme Management Office Manager is responsible for the day-to-day management of the programme management office which has been established to support the delivery of our strategic plan. The successful candidate is also responsible for planning, managing and coordinating new reporting structures which will provide delivery assurance to the Commission so that it can effectively manage a complex programme of work. This includes working collaboratively with senior managers across the organisation in gathering and analysing project data for preparing programme status reports. The role requires process management skills, troubleshooting and facilitation skills, flexibility and an ability to implement collaborative processes. The Programme Management Office Manager will liaise with all functions within An Coimisiún for operational matters relating to the programme management office.

Key Responsibilities

  • Overseeing the day-to-day management and implementation of the programme management office function of the organisation and ensure alignment with best practice;
  • Liaising with, and supporting, project drivers and project managers in collating and analysing programme information, adherence to process and quality assurance;
  • Developing and maintaining systems that support the accurate ongoing monitoring of An Coimisiún's programme of work;
  • Developing and maintaining systems that standardise and centralise products and outputs produced by An Coimisiún's programme of work;
  • Supporting the Head of Programme Management Office in reporting to the Commission on programme status, risks and issues in an appropriate and timely manner;
  • Supporting the Head of Programme Management Office in preparing resource allocations proposals for the organisation;
  • Ensuring best practice in project and programme management are maintained and promoted within the organisation, including identifying opportunities for improvement;
  • Supporting the design, development and implementation of programme management office software for the organisation.

Essential Criteria

  • At least 3 years' experience in an equivalent programme management or business analyst role (ideally in a public sector environment);
  • Must have a third level qualification of at least a Level 8 on the National Framework of Qualifications;
  • Experience in managing a programme management office, including managing risks and issues, and preparing highlight reports;
  • An understanding of structured programme and project management principles and methods;
  • Excellent communications skills, both verbal and written;
  • Competent with Microsoft Excel or other software for analysing and working with large volumes of data;
  • A problem solver, with the ability to use own initiative to analyse, evaluation and act on evidence;
  • Proficient in the Microsoft suite of business applications or any relevant PMO software.

Desirable Criteria

  • Project Management qualification e.g. Prince2 or other relevant programmes;
  • Strong interpersonal and oral communications skills and proven ability to work effectively with teams across a diverse projects in meeting shared goals;
  • Strong analytical skills, with experience in using your judgement to identify problems and develop solutions to improve processes and outcomes;
  • Knowledge of the regulatory environment;
  • An ability to work independently.
