Our client the National Standards Authority of Ireland are currently accepting applications for the position of HR Technology Lead.

Job Overview:

The HR Business Partner (Digital/Technology Lead) at the National Standards Authority of Ireland (NSAI) will be required to maximise the integration, efficiency, effectiveness and reporting capabilities of NSAI's broader HR technology platforms and systems, with an initial focus on leading the implementation and further development of NSAI's Learning Management System (LMS).

These include NSAI's HRIS, LMS, Performance Management System, Time and Attendance System, Recruitment Management System, Quality Management System (Document Control, Risk etc) and Sharepoint file sharing platforms.

This newly established position, which is offered on a two-year fixed term contract basis, requires a blend of strategic foresight, HR and Learning & Development operational excellence, knowledge, and experience, combined with a highly developed digital excellence approach to delivering on a number of key strategic HR objectives.

Reporting directly to the HR Manager (with a dotted reporting line to the Head of HR), you will play a pivotal role in leveraging digital solutions to enhance learning and development initiatives, drive e-Learning concepts and methodologies, and enhance data-driven HR and management decision-making, while fostering a culture of continuous improvement in HR activities.

Note: The first stages of recruitment (application process, screening/shortlisting and scheduling of first round interviews) for this post are being conducted on NSAI's behalf by CPL. It is proposed to hold first round interviews during the week commencing 15th July 2024.

Key Responsibilities:

  • Work closely with NSAI's Leadership Management Team (LMT) to align learning and development interventions with business needs and potential technology solutions in order to support the delivery of organisational objectives and the NSAI Strategic Plan
  • Provide guidance and support to senior management on leveraging digital solutions for HR processes and initiatives.
  • Lead the implementation of the NSAI Learning Management System (LMS) and integrate it with the HRIS and Performance Management System to streamline processes, increase interoperability, drive efficiency, and enhance user experience.
  • Work closely with the HR Team to develop and implement people and culture strategies that leverage technology to maximise individual and organisational performance.
  • Drive HR digital and technology initiatives, ensuring alignment with organisational goals and values.
  • Establish and maintain policies and procedures that promote compliance, fairness, and consistency in digital HR practices.
  • Foster positive employee relations through proactive engagement and communication regarding digital HR initiatives.
  • Provide guidance to managers on leveraging technology for staff recruitment, development and retention through tailored learning and development initiatives that support business needs, as well as professional and personal development needs, while delivering value for money.
  • Develop an efficient and effective tracking system to monitor and manage all learning and development activities, including budget projections, expenditure, learner experience, learning efficacy/transfer, and return on investment.

Key Tasks:

  • Driving operational activities related to digital HR initiatives, including the implementation and integration of technology solutions.
  • Interpreting best practice and technological advancements to optimise HR processes and ensure compliance with relevant regulations.
  • Providing guidance and support to enhance digital HR capabilities across all of NSAI.
  • Offering expert advice and insights on leveraging digital tools and technologies for HR-related issues and evidence-based decision-making.
  • Developing and implementing digital HR policies and procedures aligned with NSAI's strategic objectives and cultural values.
  • Ensuring the quality and integrity of digital HR management activities, including compliance with GDPR/data protection requirements.
  • Working closely with NSAI's IT Department, the Centre of Excellence for Digital Transformation and other internal stakeholders to promote a positive workplace environment that embraces digital transformation and fosters innovation and collaboration.
  • Engaging with external stakeholders, including technology vendors, industry experts, the CIPD, the Learning and Development Institute (L&DI), the Digital Learning Institute (DLI), and other relevant bodies to remain abreast of digital HR/L&D trends and best practices in HR and e-Learning.

Qualifications and Experience

Essential

  • A Bachelor's Degree in Human Resources, Learning and Development, eLearning, Instructional Design, IT, Business, or a relevant field (Minimum Level 8 on the NFQ).
  • A minimum of two years' experience in a fast-paced HR and/or L&D environment, with a focus on delivering HR digital and technology initiatives.
  • Associate Membership of the Chartered Institute of Personnel and Development (CIPD) and/or Membership of the Learning & Development Institute (L&DI), or equivalent professional body.
  • Strong understanding of HR and L&D management principles and practices, coupled with proficiency in digital tools and technologies.
  • Familiarity with content creation tools for learning purposes, and also with AI for HR/L&D/business purposes.
  • Familiarity with data analytics tools such as PowerBI, coupled with experience in leveraging data for enhanced decision-making.
  • Demonstrated skills and experience in driving digital HR transformations.
  • Highly proficient in the Microsoft 365 suite of tools and apps.
  • Excellent communication skills, both verbal and written, with a strategic mindset and excellent analytical abilities.

Desirable

  • A Master's Degree in Human Resources, Learning & Development, e-Learning, Business, or a related field.
  • Demonstrable experience of implementing/developing/delivering/administering online learning content via a Learning Management System (LMS).
  • An accredited qualification in Instructional Design, and/or content creation.
  • Good working knowledge of the opportunities and challenges presented by AI in HR digital solutions, LMS content creation and delivery etc.
  • Good working knowledge of Public Sector HR policies and procedures, or the ability to acquire same quickly.
