The Role

The CCPC are seeking to recruit a Head of Unit for the Digital Markets and Platforms unit at Assistant Principal Officer Grade and to join our expanding CPD at an exciting time for the CCPC with new responsibilities for the DSA. The DSA is a European law which regulates online intermediaries and platforms such as marketplaces, social networks, content sharing platforms, app stores and online travel and accommodation platforms. Its main goal is to prevent illegal and harmful activities online. The Irish Digital Services Act 2024 designates the CCPC as a Competent Authority under the EU Digital Services Regulation for the purposes of providers of online platforms/marketplaces allowing consumers to conclude distance contracts with traders.

The Successful Candidate:

We would like to hear from people with a diverse range of backgrounds and skills – you may have experience working in digital markets or using data and technology or you may have research, policy, regulatory, project management, legal or economic skills. This is an opportunity for an individual to make a strong contribution to the protection of consumers in the area of digital markets and platforms.

We are looking for a person who:

You will have the opportunity to represent the CCPC at national and international fora and conferences.

In addition to the immediate appointment from this competition, an order of merit may be established.

Key Responsibilities:


• Lead on the establishment of the Consumer Protection Digital Markets and Platforms Unit (DMP) whose role will be to manage the CCPC's Competent Authority responsibilities for the supervision and enforcement of the Digital Services Regulation with respect to providers of online marketplaces and for monitoring compliance with the P2B Regulations.


• Develop and implement policies and procedures for:

  • Processing complaints transmitted by CnaM
  • Early resolution measures
  • Conducting investigations, use of investigatory powers and conduct of proceedings, administrative and financial sanctions.


• Prepare and initiate programme to check compliance with Articles 30, 31 and 32 of the DSA and compliance with the P2B Regulation requirements.


• Manage all aspects of complaints from initial receipt to outcome ensuring effective outcomes.


• Provide guidance on cases to Authorised Officers, setting realistic timeframes and monitoring progress.


• Analysing information/evidence and overseeing such analysis by other team members.


• Drafting and/or supervising the drafting of case papers or policy documents.


• Develop and implement an approach to stakeholder engagement as well as a strategy to raise

awareness of the DSA and P2B Regulations.


• Develop an expert knowledge of the DSA and P2B Regulations and an understanding of the relationships between traders and platforms.


• Recruit and develop a team of experts to work on projects related to digital markets and platforms.


• Build knowledge bases and competencies of the new unit to ensure there is an understanding of digital markets and platforms.


• Develop and roll out training programme for team working on digital markets and platforms cases and projects.


• Monitor developments at a European level that may impact the role and responsibilities of the Unit.


• Build relationships with the Digital Services Co-ordinator and with competent authorities in other member states and monitor implementation across the EU of the DSA and P2B.


• Report to the Deputy Director on progress, achievements, issues and results, contributing to the overall divisional corporate reporting.


• Work closely with the other members of the CPD management team to ensure integration with the wider divisional structures and divisional activities.


• Carry out any other additional tasks that may be assigned by the Director or Deputy Director in order to support the work of the division.


• Contribute to the achievement of the strategic goals of the organisation by participating in cross-divisional projects.


• Represent the CCPC at national and international Fora.


• Act as an Authorised Officer of the CCPC.

Essential:


• Third level degree and/or professional qualification in law, economics, business, regulation, compliance or similar related discipline and 4 years comparable professional experience in the conduct of regulatory investigations and civil enforcement actions.


• Minimum of 3 years' experience of successfully leading and managing teams.


• Strong project management skills with demonstrated ability to lead and deliver on parallel large multi[1]disciplinary projects.


• Strong written and verbal communication skills including the ability to understand and deliver clear,

focussed reports, with the ability to propose actionable recommendations.


• Demonstrable communication and influencing skills including the ability to build effective working and stakeholder relationships.


• Practical experience of the implementation of regulatory legislative instruments.


• Relevant experience and/or knowledge of EU consumer protection and/or product safety law.


• Strong corporate management skills including work planning, development of KPI's, metrics reporting, corporate governance, data protection and risk management.

Desirable:


• A post graduate qualification in Leadership and/or management.


• Formal accreditation or postgraduate qualification in law, economics, regulation, or compliance in addition to the essential requirements.


• Working knowledge and understanding of case management systems.


• Organisational strategy and/or change management experience.


• Relevant experience and or knowledge of digital issues in consumer protection, product safety, competition, markets, and regulation.


• Experience or exposure to e-investigation tools/techniques, OSINT, investigative databases, and analytical software tools.


• Experience of working across agencies and/or in an international environment/network.
