Assistant Technical Project Manager
Team Horizon is seeking an Assistant Technical Project Manager for a company based in Kilkenny, covering the southeast.
The Capital & Estates team provides professional, technical, project management, property, Fire & Safety, and related services for the procurement, development, operation, and maintenance of health service infrastructure, including buildings, plant, and equipment.
Services include design, specification, project management, supervision, and procurement for capital building and refurbishment works, infrastructural risk and asset management, property services, fire, health and safety, energy, and sustainability.
There is potential to be based in Waterford, Wexford, or South Tipperary.

What you will be doing:
Assist in preparing comprehensive briefs for capital projects in consultation with relevant personnel.
Prepare budgets and ensure projects stay within them.
Manage Minor Works lists, select contractors, and recommend tenders.
Ensure compliance with EU procurement and financial regulations.
Supervise staff and contractors in project implementation.
Provide technical support to service and capital & estates personnel.
Develop maintenance programmes for buildings, services, and equipment.
Define maintenance requirements and allocate resources.
Develop plans and contracts for maintenance programmes.
Assist in defining equipment and building requirements for maintenance and operation.
Recommend maintenance contracts and supervise their execution.
Ensure buildings, services, and equipment are maintained properly.
Ensure regulatory compliance, including licenses and certificates.
Support property management activities and develop property strategies.
Assess infrastructure, energy use, and environmental risks.
Ensure compliance with HIQA standards and other relevant regulations.
Advise on energy efficiency and environmental initiatives.
Monitor and report on energy consumption and efficiency standards.
Support safety, health, and environmental risk management.
Participate in organizational performance and transformation initiatives.
Achieve project targets within budget.
Represent the organization as needed and build good stakeholder relationships.
Participate in sustainability initiatives to promote a low-carbon health service.
What you need to apply:
Level 8 (or higher) QQI qualification in Architecture, Engineering, or Surveying, accredited by a relevant professional body.
Full membership of a professional association such as SCSI, RICS, Engineers Ireland, or RIAI.
At least five years of relevant experience in planning, design, project management, or building maintenance.
Requisite knowledge and administrative capacity to perform the duties of the role.
