About the Employer

Dublin City Council is the local authority for Dublin, serving 588,000 people in the city area and nearly 1.5 million in the Dublin Region. It plays a pivotal role in housing, planning, development, economic, environmental, roads and traffic, fire and emergency, leisure, cultural and community services. The Housing Department manages delivery of housing stock and associated services. The Quantity Surveying Division (QSD) provides commercial services for the City Council's Capital Programme and maintenance programmes related to housing stock.

The QSD operates as an internal professional consultant within the City Council, offering breadth of experience across projects and commissions.

About the Role

The Senior Executive Quantity Surveyor duties include but are not limited to the following:

  • Managing, overseeing and directing projects (including staff and consultants) undertaken by in-house quantity surveying staff and consultant quantity surveyors;
  • Providing the full range of quantity surveying services from Project Inception to Final Completion on allocated projects in accordance with the Public Works Forms of Contract and the Capital Works Management Framework, including preparation of tender and contract documentation;
  • Setting targets, goals, timeframes and driving progress to ensure completion of projects in a timely manner;
  • Managing and motivating staff by fostering good employee/management relations;
  • Working within the Part V delivery stream in the delivery of social housing stock through the Part V provision of the Planning and Development Act, including cost interrogation, engagement with developers and agreement of total project costs for funding approval;
  • Liaising with Government Departments and agencies on project matters;
  • Undertaking the role of Project Manager on projects when required;
  • Participating in Alternative Dispute Resolution processes (adjudications, conciliations, arbitrations) for construction projects;
  • Preparing Pricing Documents (Bills of Quantities, Pricing Schedules, etc.) using Cubit (or equivalent) per ARM and its supplements (Agreed Rules of Measurement), ICMS or equivalent standards;
  • Reporting and advising on final accounts;
  • Managing Public Procurement Tender Procedures, including preparation, coordination and reporting in line with Public Works Contracts, the Capital Works Management Framework and the Public Spending Code;
  • Coordination of funding applications under the Capital Works Management Framework;
  • Commercially leading projects; evaluating interim payment applications, assessing entitlement and quantum, and estimating Change Orders for the supply chain;
  • Ongoing personal and professional development;
  • Ensuring the Quantity Surveying Division carries out its functions efficiently;
  • Deputising for the Assistant Chief Quantity Surveyor as required;
  • Undertaking tasks or duties assigned by the Chief or Assistant Chief Quantity Surveyor.
About You

The ideal candidate shall have the following Skills and Experience:

  • Demonstrate vision, leadership and the ability to lead staff and consultant quantity surveying firms in delivering the full range of quantity surveying services;
  • Demonstrate management skills to optimise contributions to organisational goals;
  • Be innovative with a track record of managing staff, communication, analytical thinking and initiative;
  • Understand the role and duties of managers and work through the organisational structure to achieve objectives;
  • Ability to manage quantity surveying teams on various projects;
  • Strong, outward-looking perspective with awareness of developments in the construction sector;
  • Good working knowledge of legal, regulatory and governance frameworks and adherence to corporate policies;
  • Ability to manage financial resources within a budgetary framework;
  • Ability to negotiate Part V agreements and engage with developers prior to funding submissions;
  • Satisfactory knowledge of building construction and structures;
  • Familiarity with European and National procurement rules, Capital Works Management Framework, and Public Works Contracts;
  • High standard of technical training and expertise in building construction and development economics;
  • Experience performing duties suitable for the role and ability to work under pressure;
  • Experience in adjudication, conciliation, arbitration and dispute resolution on construction projects;
  • Project management capability from feasibility to completion;
  • Knowledge of public administration and high-level administration experience in Ireland;
  • Strong interpersonal, communication and influencing skills;
  • Strong organisational and ICT skills;
  • Good working knowledge of Health and Safety Legislation and its application in the workplace;
  • Knowledge of BIM (Building Information Modelling) and its implications for project delivery;
  • Working towards Chartership;
  • Ability to communicate effectively and to liaise with senior personnel, legal and other professionals as required.
