SOLAS, the Further Education and Training Authority of Ireland, was established on 27 October 2013 and its mission is to fund, co-ordinate and monitor a range of Further Education and Training (FET) provisions that is responsive to the needs of learners and employers. It is an agency of the recently formed Department of Further and Higher Education, Research, Innovation and Science. SOLAS works in close collaboration with Education and Training Boards (ETBs) across Ireland on provision of high-quality further education and training, equipping learners with relevant skills and knowledge, and providing a pipeline of talent into employment and to the Irish economy and society. At SOLAS, we put the learner, employers and communities, which FET serves, at the heart of everything we do. Working with sister agencies, SOLAS leads actions in key policy and strategy documents including the most recent Further Education and Training (FET) Strategy 2020 2024, the evaluation of the National Youthreach Programmes (2019), the National Skills Strategy 2025 and the People Strategy 2020-2024 and others. SOLAS is seeking to recruit an Assistant Manager within the Finance Unit. The successful individual will have broad relevant experience at the appropriate level within an educational and statutory setting with emphasis on stakeholder management and engagement. The successful candidate must be flexible, positive, and enthusiastic and able to demonstrate relevant achievements in their career to date. Key Responsibilities: Manage and control the distribution of funds to ETBs and other service providers. Provide appropriate support to the ETBs, DFHERIS and other stakeholders as required. Manage FET Funding data - capturing and retaining quality data in a timely fashion to allow for easy retrieval as required. Maintain historical FET financial data in an easily retrievable format to respond to queries asthey arise. Manage all staff payments (Payroll/T&S/Staff Re-imbursements) ensuring timeliness, accuracy, and accountability. 6. Ensure all resources within the FET Funding & Staff Payment Unit are fully and appropriately utilised. Provide strategic leadership, vision, and direction in the management of the FET Funding and Staff Payments team members, working effectively with peers, external colleagues, departments, and other relevant stakeholders. Ensure the Implement of the performance management system for all team members. Ensure compliance with public procurement policy, taxation regulations, employment law, data protection and governance practices. Manage the allocation of SOLAS Capital ensuring all allocations are correctly approved and authorised. Respond to Parliamentary Questions relating to role. Ensure timely co-operation with all relevant internal/external audits requests. Ensure all audit recommendations are appropriately responded to in consultation with relevant units. Monitor and update the Units Business Continuity Plan as appropriate. Produce written reports/status updates for internal/external stakeholders(e.g., Board, SLT, DFHERIS, Director) Represent SOLAS on committees / groups as appropriate. Represent the Finance Director as required. Key Skills, Qualifications and Experience Minimum NFQ Level 7 qualification in Finance or Payroll, or NFQ Level 6 qualification in Finance or Payroll with a minimum of 1 year experience in payroll management. A minimum of 5 years experience working in the finance area of a public sector organisation, or a minimum of 5 years' experience working in the payroll area of a complex organisation. Ability to influence and relate effectively with a diverse range of people internally and externally, including government departments, Board members, FET providers and staff representatives. Excellent leadership, negotiation and influencing skills with the ability to motivate, challenge and engage individuals and teams. Proven track record of developing, driving, and delivering projects. Familiarity with SOLASs role, responsibilities, processes, and systems with a particular emphasis on the Finance area. Excellent written and spoken communications skill Excellent information technology skills. This is a permanent position for which the salary scale ranges from €71,539 to €90,532 per annum (inclusive of two long service increments) for a 35-hour week. Starting pay will be at the minimum point of the scale as per Government Circular E100/8/82. Exceptional circumstances may apply for candidates with current service in the Civil/Public service.
