We are delighted to announce that our client the Charites Regulator are currently recruiting for a Legal Advisor.

Role profile:

- The Legal Advisor will be part of the Legal Affairs team and report to the Director of Registration & Legal Affairs.
- The role of Legal Advisor involves providing legal advice and assistance to internal clients on a range of legal and regulatory issues across the organisation, in conjunction with other members of the Legal Affairs team.
- The duties and responsibilities of the successful candidate will include the following:
- Providing staff of the Charities Regulator, management, the CEO, the Board and its Committees, as appropriate, with timely, high quality legal analyses and advice tailored to the needs of the Charities Regulator, on matters pertaining to the statutory functions of the Charities Regulator under the Charities Act 2009.
- Providing advice and assistance in relation to inquiries and investigations under the Charities Act;
- Providing advice and assistance in relation to the exercise of powers and functions under Part IV of the Charities Act, 2009;
- Liaising with the Charities Regulator’s external legal advisors as required;
- Assisting, as required, with the preparation of briefing materials for Regulatory Committee and Board approval, and attending these meetings as appropriate;
- Where appropriate, leading on any litigation or statutory appeals involving the Charities Regulator;
- Keeping up-to-date on areas of law relevant to the work of the Charities Regulator in particular the areas of regulatory law, charity law, and administrative law;
- Providing regular reports on all legal work to the Director of Registration Legal Affairs and , the CEO and the senior management team, as appropriate;
- Preparing and contributing to the drafting of formal documentation including guidance, reports and website content, as appropriate;
- Working collaboratively with colleagues to identify solutions to legal issues and contributing to the development of legal and regulatory strategies;
- Liaising with external stakeholders, including other regulatory agencies and Government Departments, on legal issues of relevance to the Charities Regulator as required;
- Supporting the Director of Registration and Legal Affairs and other Unit Heads to ensure that the strategic priorities and operational goals of the organisation are met;
- Contributing to training and knowhow sessions for, staff of the Charities Regulator to increase awareness of legal issues and any associated legal risks;
- Undertaking speaking engagements and representing the Charities Regulator at events, as appropriate;
- Such other duties as may be assigned from time to time

Essential requirements:

Candidates must have on or before Thursday, 27 February 2025

Have -

a) been called to the Bar and be enrolled as a Barrister in the State or have been admitted and be

enrolled as a Solicitor in the State; and practised as a Barrister or Solicitor in the State for not less than two years;

b) Have 2 or more years relevant post qualification experience

c) Excellent writing skills and attention to detail as evidenced in the application form

Skills and experience:

- Have previous experience of working in a regulatory body or in advising regulators or regulated entities in relation to regulatory matters;
- Have experience of advising on investigations or inquiries;
- Have a proven ability to exercise sound judgement, analytical thinking, and problem solving/decision making skills;
- Have a record of achieving challenging goals and managing and prioritising multiple work streams;
- Have previous experience working as part of a team in delivering on organisational goals and projects;
- Have an ability to communicate and influence internal and external stakeholders;
- Have excellent interpersonal and communications skills;
- Have high levels of integrity and professionalism;
- Demonstrate a commitment to continuous self-learning and development;
- Have excellent research skills and IT skills.

Desirable experience knowledge and skills:

- An understanding of charity law and the current context within which the Charities Regulator operates;
- Previous experience of administering or advising on registration within a regulated sector
- Previous experience of advising on statutory powers relating to compliance and enforcement, and associated activities;
- Experience of leading or advising on litigation matters;
- Knowledge or experience of corporate governance;
- Have significant experience of dealing with relevant administrative law requirements associated with decision-making in a regulatory context;
- Have strong drafting skills;

Required competencies

Candidates should have all the abilities required of Legal Advisor. In particular, candidates must demonstrate, by reference to specific achievements in their career to date, that they possess or have the capacity to quickly acquire the qualities, skills and knowledge required for the role of Legal Advisor as identified by the Public Appointments Service Assistant Principal level competency framework set out in Appendix A.
