1. Purpose of the Post
The Clinical Nurse Manager 3 (CNM3) will hold overall responsibility for ensuring high standards of patient safety and quality care through expert leadership in Infection Prevention and Control (IPC) and Medical Emergency Response. The role will also lead, deliver, and oversee the implementation of the SafeWards model across the organisation.
Working collaboratively with key internal stakeholders—including multidisciplinary teams, Assistant Directors of Nursing, Nurse Management, Quality, Risk & Compliance, Facilities Management, and People & Culture—the CNM3 will ensure delivery of evidence-based practice, continuous staff development, and a culture of safety and clinical excellence.

2. Duties and Responsibilities
Infection Prevention & Control

Provide leadership, mentorship, and expert guidance on all aspects of infection prevention and control.

Develop, implement, audit, and monitor organisation-wide IPC policies, programmes, procedures, and protocols in line with HSE and MHC standards, including data collection and reporting on healthcare-associated infections (HCAIs).

Advise on and support outbreak management, including root cause analysis and incident review, ensuring compliance with national IPC guidelines.

Offer specialist IPC input into environmental design, cleaning, decontamination, and procurement of medical equipment and devices.

Coordinate staff training and simulation drills to ensure alignment with best IPC practices across all disciplines.

Contribute to relevant committees and working groups as required.

Conduct regular ward and service risk assessments to identify and address infection control and patient safety risks.
Medical Emergency Nursing Leadership

Act as an on-site clinical leader during drills and actual emergency events.
-
Collaborate with the GP team, emergency services, and multidisciplinary colleagues to ensure effective and timely medical emergency responses.

Evaluate emergency response outcomes and recommend process or system improvements.

Oversee medication management and maintenance of emergency equipment.

Participate in root cause analyses and quality improvement initiatives relating to emergency care.

Monitor compliance with emergency procedures and clinical guidelines.

Collect and analyse data related to emergency incidents and training.

Champion early recognition and rapid response to sepsis in line with HSE National Clinical Guidelines.

Promote the “Golden Hour of Sepsis Care” by ensuring timely implementation of the Sepsis Six bundle.

Lead staff education on early detection of patient deterioration and appropriate escalation protocols.
SafeWards & Staff Development

Lead the implementation and oversight of the SafeWards model within the organisation.

Design and deliver SafeWards training programmes for nursing and multidisciplinary teams, focusing on safe practice, de-escalation, and patient-centred care.

Monitor and report on training participation, evaluating its impact on patient care and staff wellbeing.

Support staff through coaching, mentoring, and reflective practice sessions to embed SafeWards principles into daily care.
Leadership & Governance

Provide visible, accessible, and credible clinical leadership across all services.

Manage and prioritise resources effectively, ensuring optimal patient outcomes and value for money.

Promote a culture of safety, quality improvement, and accountability.

Collaborate with the ADON team to provide targeted support to units with identified risks.

Ensure that lessons learned from audits, incidents, and inspections are shared and implemented.

3. Qualifications & Experience
Essential:
-
Registered Psychiatric Nurse (RPN) with the Nursing & Midwifery Board of Ireland (NMBI).
-
Minimum of 5 years post-registration experience, including at least 2 years in a leadership or management role.

Demonstrated knowledge and experience in Infection Prevention and Control.
-
Evidence of ongoing professional development.
-
Proven experience in designing and delivering staff training.
-
Excellent communication and interpersonal skills.
-
Commitment to continuous learning in IPC and SafeWards to maintain up-to-date and compliant practice.
Desirable:
-
Postgraduate qualification in Infection Prevention & Control, Nursing Management, SafeWards, or a related field.
-
Experience implementing the SafeWards model and working within quality improvement frameworks.
-
Proven track record in audit and risk management.
