About This Role
Role Purpose
As a Manager (Higher Executive Officer) within the Broadcasting and Video-on-Demand (“VoD”) Function, you will play a pivotal role in managing the development, implementation and review of Coimisiún na Meán’s Broadcasting and VoD-related Policies and regulatory frameworks.
This is an exciting opportunity to bring your existing skills to new challenges and contribute to Coimisiún na Meán during a significant period of growth. You will be required to take a lead management role and coordinate efforts across your team, ensuring timely project execution, comprehensive and timely stakeholder engagement and collaboration, the application of excellent governance and regulatory practices and continuous process and procedure improvement.
About the Team/Division
The Meda Landscape Division comprises of five teams, responsible for regulating broadcasters and video on demand providers and also includes supporting and developing the Irish media sector. The Broadcast, Licensing & VoD team sit within this division and are responsible for the licensing of independent radio and television services and the registration of all video-on-demand services. Our key aims are to enhance plurality and diversity for Irish audiences.
Key Responsibilities
- Undertaking consultation, research and information-gathering to support the Function’s work activities and evidence-based decision-making by An Coimisiún;
- Preparing reports on broadcasting and VoD;
- Engaging with a range of internal and external stakeholders, including but not limited to the broadcasting sector, industry networks and Government Departments;
- Preparing detailed project briefs and implementation plans;
- Advising on, developing and/or supporting the creation of new processes and procedures within the Function;
- Participating in cross-functional working groups and representing An Coimisiún in external working groups from time to time;
- Managing the implementation of An Coimisiún’s VoD registration process;
- Developing, reviewing and revising An Coimisiún’s Broadcasting and VoD related policies and publications as required;
- Managing the implementation of An Coimisiún’s licensing plans for all commercial and community television and radio broadcasters;
- Conducting performance reviews of broadcasters.

About You
Experience, Skills, Knowledge & Qualifications
Essential Criteria
- Level 7+ qualification (NFQ) in a relevant field such as research, regulation, media studies, law, journalism, or communications.
- Minimum of 2 years’ line management experience with a proven ability to manage team performance.
- Demonstrated experience developing and implementing processes and procedures in a fast-paced environment.
- Strong research, analytical, and critical thinking skills.
- Excellent writing skills with experience producing diverse documents (e.g. reports, briefs, guidelines) for varied audiences.
- Highly organised with the ability to prioritise, work independently, and manage a demanding workload.
- Proven ability to take ownership of projects and deliver results.
- Strong interpersonal and relationship management skills with a strategic mindset.
- Experience or strong knowledge of regulation and/or the media sector.
Desirable Criteria
- Qualifications and/or excellent knowledge and experience of Microsoft applications, including Excel.
- Public sector experience.
- Experience in regulation or governance roles.
- Proven ability in policy development.
- Proficiency in the Irish or other language/s.
Key Information
Benefits, Package & Pay
- This position is offered on a Permanent basis.
- Full time, 35 hrs per week
- Annual Leave: 29 days per annum
- The role will be a hybrid role combining home and office working. Our current hybrid policy is 2 days in the office.
- Our office is located at One Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20.
